CALL TO ORDER: 3:36 PM 2. ROLL CALL a) Board Members Present – Natalie Barnes, Myra Powers, Renee Sherman Heidi Shuff, and Nancy Zola b) Board Members Absent – Kathy Bauer and Christopher Staten c) Staff Members Present – Ellen Martin, Liz Good, Anna Kelso d) Cultural Resources Board Liaison – Not present e) Guests – None 3. AGENDA REVIEW 4. PUBLIC PARTICIPATION 5. APPROVAL OF MINUTES Ms. Zola and Sherman weren’t at the May meeting and abstain. Approval of the minutes will be held over until the next meeting once the policy is confirmed by the City Clerks Office. 6. NEW BUSINESS a) TRANSFORMER CABINET MURAL PROJECT REVIEW Ms. Martin shared the process of assigning artists to cabinet locations and working with the project team to select a design concept. The artist presented today have completed final designs. She presented mural designs for Tyler Boeyink, CM Canino, Noelle Miller, Allie Ogg, Allison Ramirez, Larry Tucci, and Kristen Vohs. There were questions about the designs by Allie and Alison Ramirez. Feedback will be passed on to Alison regarding the contrast of her design. Ms. Sherman moved that we approve the seven transformer cabinets as presented. Ms. Zola seconded. Unanimously approved b) ASPHALT ART Anna Kelso with FC Moves was in attendance to present the project. Ms. Martin gave background about the project, which is part of the City’s FC Moves Transportation Department. Since it adds art to City property, it needs to be ART IN PUBLIC PLACES REGULAR MEETING 6/21/2023 – MINUTES Page 2 approved by the APP Board. Ms. Martin and Ms. Kelso gave an overview including the history of the project and outreach for the latest mural, which replaces a decommissioned mural at the same intersection. This mural placement models the current direction for Asphalt Art Program for the City to be traffic calming curb extensions out of the wheel path of the road. This mural is funded by ARPA funds for placemaking. Some department funds will be used for the plastic posts at the site. There were questions about maintenance. There isn’t funding for maintenance or reinstallation of the mural if needed. Stripping will be maintained by Streets and posts will be replaced by Transportation as needed. They are estimating five-year life and will monitor the mural to see how it holds up. They have taken data before and will track the effect of the installation on intersection safety. If there is a positive effect, it could lead to similar projects as capital improvements in the future. The Board appreciated that the program is looking at ways to improve the process and have the murals last longer. Ms. Powers moved approval of the asphalt project. Ms. Barnes seconded. Unanimously approved c) DESIGN CONSULTANT REVIEW Ms. Martin shared how the Design Consultant process works for project teams to select artists for projects, which includes selecting and interviewing finalists. Staff presented the artists as ranked by the Board and recommended allowing all artists to be on the list. Ms. Zola moved that we approve all 11 artists to be part of the Design Consultant List. Ms. Sherman seconded. Unanimously approved 7. STAFF REPORT Ms. Martin shared highlights from the report. It will be emailed to the Board. 8. OTHER BUSINESS Ms. Good shared about the New Legacies: Contemporary Art Quilts exhibit in The Lincoln Center Art Gallery and details about the upcoming art installation at the Gardens on Spring Creek. 9. Ms. Powers moved to approve the minutes of the April 19 meeting. Ms. Barnes seconded. Unanimously approved. 6. NEW BUSINESS a) TRANSFORMER CABINET MURAL REVIEW a) Xeriscape Garden Event b) Open Streets Ms. Martin shared mural designs for Shawna Turner for the Xeriscape Garden event at City Hall on June 17 and Terry McNerney for Open Streets Landings/Boardwalk from Harmony Rd. to Horsetooth Rd. on June 4. Terry McNerney’s mural will be the 400th for the program and will celebrate that theme in the mural. The Board asked for links to more information about the events about the marketing and promotion for the 400th cabinet. Ms. Bauer moved that we accept Terry and Shawna’s designs and move forward with those. Ms. Barnes seconded. Unanimously approved ART IN PUBLIC PLACES REGULAR MEETING 5/10/2023 – MINUTES Page 2 b. PROJECT UPDATES Ms. Martin shared updates of projects recently installed (Glenmoor Pond, Dovetail Park), in fabrication (Vine and Lemay Overpass), and approved by the Board and City Council (Laporte Bridges, Stream Rehabilitation, and Water Treatment Facility). c. STAFF REPORT Ms. Martin shared highlights from the report. It will be emailed to the Board. 7. OTHER BUSINESS a) Leslie Walker, Cultural Resources Board (CuRB) Liaison, shared about CuRB, the City’s Art and Culture Master Plan, and the Americans for the Arts Economic Impact Survey. A major function of the Board is awarding Fort Fund grants. Fort Fund was started in 1989 and is funded through the lodging tax. The CuRB Board awards grants to local non-profit groups that work in arts in culture. She explained the process for the board to award funds. 8. The Board is reviewing the second group of submissions today. CARNEGIE CENTER FOR CREATIVITY, 200 Mathews St.: The project team will select an artist from the Design Consultant List. COLLEGE AVE. SIGNALS, College Ave at Pitkin, Columbia, and Harvard: The project team interviewed artists from the Design Consultant list and selected artist Mark Leichliter. The team will start to meet shortly. COLLEGE AVE. AND TRIILBY INTERSECTION: The project team will select an artist from the Design Consultant List. DOVETAIL PARK, near Nancy Gray and Miles House Aves.: Formerly known as Bucking Horse Park. Artist Joshua Wiener has installed the art work. The park is still under construction and is estimated to open in August. ENVIRONMENTAL LEARNING CENTER FLOW RESTORATION, east of Timberline on Drake: Artist Katy Casper is meeting with the team to develop art for the site. GARDENS ON SPRING CREEK TEMPOROARY ART INSTALLATION, 2145 Centre Ave.: The Gardens team selected Colorado artist Jodie Bliss. Jodie is currently installing her work. There is a ticketed artist talk/reception on July 27, 5-7 pm. LAPORTE BRIDGES, Laporte Ave. between Grandview Ave. and Taft Hill Rd.: The team selected Jim Lynxwiler from the Design Consultant List. The design was approved by the Board and the project is currently being fabricated. LAPORTE CORRIDOR, Laporte Ave. between Fishback Ave. and Sunset St.: Staff will issue an RFQ for a Colorado artist. MIDTOWN IMPROVEMENT, College between Boardwalk and Thunderbird: Staff will issue an RFQ for an artist within a 75-mile radius of Fort Collins. This project is currently on hold CI T Y O F FO R T CO LLI N S Art in Public Places Program Staff Report — July 19, 2023 Artist Terry McNerney is painting the 400th cabinet mural on Landings Drive. Artist Jodie Bliss with one of her sculptures at The Gardens on Spring Creek. OAK STREET STORMWATER IMPROVEMENTS PROJECT, Oak Street from Jackson Avenue to Mason Street: Artist Mark Aeling was selected for this project and is meeting with the team to develop the art for the site. Mark recently visited Fort Collins to see the site and met with the team. PEDESTRIAN PAVER PROJECT: The 2022 designs are fabricated and being installed. APP staff is developing the digital files for the 2023 designs. PIANO PROJECT: Julie Young started painting today and will paint through July 31 at the Art in Action Tent on Mountain Ave. at the south end of Old Town Square. The next artists will be Angel and Jose Gonzales and they will paint August 2-14. STORM DRAIN MURAL PROJECT, multiple sites: Artists have been selected. The 7 artists will be painting on site August 5-11 to correspond with the Poudre River Fest event on August 12. STREAM REHABILITATION, multiple sites: Andy Dufford’s design for this project related to stream rehabilitation for multiple sites was approved by the APP Board and by City Council. Staff is developing a contract. TIMBERLINE & LINCOLN INTERSECTION: The project team will select an artist from the Design Consultant List. TRANSFORMER CABINET MURALS: Artist Terry McNerney has completed the 400th Transformer Cabinet Mural at 3754 Landings Dr. Shawna Turner started her mural at the Xeriscape Garden Party on June 17. She is finishing it in the sculpture garden at The Lincoln Center. The first of the 2023 artist designs were approved at the June meeting. More artists will present today. UTILITIES PUBLIC ARTIST IN RESIDENCE PROGRAM, location to be determined: Artist Allie Ogg was selected by the project team. She is presenting her project proposal today VINE AND LEMAY: This project with artist Joshua Wiener was approved by City Council. The artist is currently fabricating the artworks and will install in August. WATER RECLAMATION FACILITY, County Rd. 9 and Environmental Dr.: Artist Lisa Cameron Russell was selected for this project. When the design is finalized, it will be brought to the APP Board. WATER TREATMENT FACILITY, Laporte west of Overland Trail: Todd Kundla’s project was approved by the APP Board and by City Council. Staff is finalizing a contract. WATER TREATMENT FACILITY UTILITY CABINET MURALS, Laporte west of Overland Trail: The project team is working with artist Kristen Vohs on the next cabinet mural within the gates of the facility. WEST ELIZABETH, between Shields St. and Overland Trail: Artist Mark Leichliter was selected for this project. The artist was meeting with the team to develop art for the site. The project is currently developing the budget and estimated to start meeting again shortly. OTHER BUSINESS: APP staff assisted Parks in working with artist Kristen Vohs to repaint the concrete frogs in City Park before the 4th of July. Staff was contacted by the University of Norther Colorado, Greeley, about starting a pained piano project. UPOMING MEETING—ADDITIONAL MEETING AUGUST 16 • TRANSFORMER CABINET MURAL REVIEW Jennie Mizrahi’s recently completed Pianos About Town mural. It is located in the Civic Center Parking Structure.
