BUSINESS
1. Approval of Minutes: Copies of the draft minutes of the June Regular meeting is
attached for the Board’s approval. Approval of minutes requires a formal motion
and vote by the Board. The Board Chair or staff liaison must sign the approved
minutes.
2. Remote meetings: July will be remote via Zoom. August will be cancelled for a
summer break. September will be hybrid.
PRESENTATION/DISCUSSION:
1. SUSATAINABLE REVENUE, GINNY SAWYER, CMO (20 MINUTES)
Ginny is returning to continue the discussion on Sustainable Revenues. Much work
has been done on this topic and it will be returning to Council for a Work Session on
July 31 further consideration.

2. COUNTY HOUSING WORK, ALEA RODRIGUEZ, LARIMER COUNTY (30
MINUTES)
Alea will provide an update on the County’s Housing Strategies and progress there
on. Note: Just the fact that the County now has a permanent position for a Housing
Stability Program Manager is progress. 😊

3. AFFORDABLE HOUSING BOARD COMPOSITION – EX OFFICIO MEMBER FOR
HOUSING CATALTYST, SUE B-F, SSD (20 MINUTES)
Periodically, there has been a question of whether the Fort Collins Housing Authority
d/b/s Housing Catalyst (HC) should have a permanent seat on the Affordable
Housing Board because of the unique relationship of this quasi-governmental entity
with the City. The issue was left unresolved because for the past 8 years a member
of HC’s staff (Kristin Fritz) was an appointed member of the board. As Kristin’s term
is set to expire and she is term limited, the question was considered again.
Staff is recommending that the composition of the Affordable Housing Board be
updated in City code to include a non-voting ex-officio seat for a Housing Catalyst
representative.
The advantages of this approach include:
• Contributions of expertise and local knowledge from HC Staff or Board
members
• City code term and residency limits would not apply to this seat
• The non-voting nature of the seat avoids conflicts that require that seat to
recuse itself from important decisions
• Promotes quorum success since the voting seat can be filled by someone
without a conflict of interest
• The voting membership of the Board remains at 7, a preferred odd number of
members

The Council Ad Hoc Committee on Boards and Commissions will be considering this
request on July 19.
4. HOUSING STRATEGIC PLAN IMPLEMENTATION UPDATE, MEAGHAN
OVERTON, SSD (30 MINUTES)
Many strategies in the Housing Strategic Plan are involved in the Land Use Code
update work. Meaghan will provide a status report on the ongoing engagement for the
Land Use Code regulation work. She will include a status report on the public
engagement plan and ways AHB members can stay involved.

5. DEBRIEF COMPETITIVE PROCESS, JOHN - (20 MINUTES)
John will lead a board discussion debriefing the recent Competitive Grant Process.
This item may be on-going as time allows.

BOARD BUSINESS:
• Meeting Logistics – Board Discussion, as needed. Remote meetings seem to
work well. July is planned to be remote and August will be cancelled for a summer
break. September will likely be hybrid in-person.
• Member terms update –
o Each board member’s term has been decided by City Council when they
appointed you. They are of different lengths to stagger board membership.
Still, all board members can serve up to 8 years upon application and
reappointment by City Council.

3. CITIZEN PARTICIPATION
• Marilyn Heller, a member of the League of Women’s Voters, informed the Board that the South
Larimer Discussion Group had a panel on Metro Districts a few weeks ago. The meeting was
recorded and is available to view on the League of Women’s Voters website.
4. APPROVAL OF MINUTES
Bob Pawlikowski motioned to approve the May 4 Regular Meeting Minutes. Stefanie Berganini
seconded. Approved 5-0.
5. NEW BUSINESS
A. Homelessness Response – Brittany Depew, Social Sustainability
• Brittany Depew, Lead Homelessness Specialist at the City of Fort Collins, joined the

Affordable Housing Board members for a presentation regarding Homelessness
Response. The presentation offered insight into the different components of
homelessness response at the City, including but not limited to funding, convening,
housing and homelessness policy, tensions and challenges, and current projects such
as overflow sheltering, the HOPE (Homeless Outreach and Proactive Engagement)
Team, and camp cleanups. Several board members followed up with clarifying
questions for Brittany Depew.
B. Housing Strategic Plan – Meaghan Overton, Social Sustainability
• Meaghan Overton, Housing Manager at the City of Fort Collins, provided the Board with
updates about the Land Use Code and the Rental Housing Program.
• The Land Use Code update work went to City Council for a Work Session on May 23
and the Rental Housing Program will go to City Council for First Reading on June 6.
• The last three months have been focused on re-engaging with community members
around the Land Use Code, specifically focused on housing. June and July will be
focused on intentionally engaging with renters, BIPOC (Black, Indigenous, People of
Color) communities, lower-income households, and younger community members.
• On June 6, the Mandatory Rental Registration Program will be presented to Council.
This program will allow the City to know the location of rental properties and who owns
them. The program will focus on improving the complaint-based system and will also
include enhanced mediation, education, and outreach tools for both landlords and
tenants.
• The Board asked Meaghan Overton what the current process is when a complaint is
filed via the complaint-based system. Meaghan explained that a City inspector goes to
the property and conducts an inspection. If a violation of the property maintenance code
is found, the landlord is responsible for addressing it within an outlined period. If the
violation is not addressed in the specified amount of time, there is an enforcement
process. The system has a good foundation, but it needs to be modernized with added
resources and support to function in a way that will best serve all who utilize it.
C. ARPA Fee Credit Options – Sue Beck-Ferkiss, Social Sustainability
• Sue Beck-Ferkiss led a discussion with the Board regarding support for seeking Council
approval to provide additional fee credits to CARE Housing for the 40% area median
income targeted (AMI) units in the Heartside Hill Apartments development. Sue
explained that while the ARPA limit for fee credits is 65% AMI, the City policy limits fee
credits to 30% AMI. However, it is increasingly difficult to offer rents to serve 30% AMI
households under current conditions such as rising costs of labor and construction
materials and higher interest rates. The Board discussed how this could also be an
opportunity to discuss expanding AMI limits with Council.
Kristin Fritz moved to seek Council approval for the request to utilize remaining ARPA funds for 40%

AMI units at Heartside Hill and consider discussion to expand the City of Fort Collins local fee credit
program to include 40% AMI units. Stefanie Berganini seconded. Approved 3-0.
