Participants should try to sign in prior to the 3:30 pm meeting start time, if possible. For public comments, the Chair will ask participants to click the “Raise Hand” button to indicate you would like to speak at that time. Staff will moderate the Zoom session to ensure all participants have an opportunity to address the Board or Commission. To participate: • Use a laptop, computer, or internet-enabled smartphone. Board Members Present – Natalie Barnes, Kathy Bauer, Myra Powers, Renee Sherman, Heidi Shuff, Christopher Staten, and Nancy Zola b. Board Members Absent – None c. Staff Members Present – Ellen Martin, Liz Good, Libby Colbert, JD McCune, Mike Knox, Ray Dilbeck, Tim Sellers d. Cultural Resources Board Liaison – Leslie Walker e. Guests – James Lynxwiler 3. AGENDA REVIEW 4. PUBLIC PARTICIPATION 5. APPROVAL OF MINUTES Ms. Barnes moved we accept the March 22 Minutes. Ms. Powers seconded. Unanimously approved. 6. NEW BUSINESS a. PEDESTRIAN PAVER PROJECT REVIEW Ms. Martin shared the background of the project and went over the selection process. JD McCune from Purchasing, Mike Knox and Ray Dilbeck from Streets were in attendance as part of the Selection Committee. Ms. Bauer moved that we accept 15 papers as selected and 1 alternate. Ms. Zola seconded. Unanimously approved b. LAPORTE BRIDGES PROJECT Ms. Martin shared background for the project. Tim Sellers from Engineering, APP project manager Libby Colbert, and artist Jim Lynxwiler were in attendance to present the project. Tim Sellers introduced himself and the project that replaces two historic bridges next to Grandview Cemetery. Jim Lynxwiler presented the proposed artwork that adds concrete panels to the four columns ART IN PUBLIC PLACES REGULAR MEETING 4/19 /20 23 – MINUTES Page 2 of each bridge. The design includes images from the site’s rich history on the road facing side. This complements signage that will be added nearby through the Historical Preservation department. There will also be images of local birds on the remaining 3 sides of each column relating to Grandview Cemetery’s role as a certified Audubon Cooperative Sanctuary. The Board discussed the project and how well the artwork complements the design of the bridge and how it shares the site’s history. Ms Powers moved approval for the Laporte Bridges Project. Ms. Zola seconded Unanimously approved c. TRANSFORMER CABINET MURAL PROJECT REVIEW Ms. Martin shared the background for the project and went over the selection process. This is the most submissions APP has received since 2015. Selection Committee members submitted evaluation scores prior to the board meeting. The top finalists were presented at the Board meeting. In addition to the Board, JD McCune from Purchasing, JC Ward from Neighborhood Services, and Cheryl Wagner from Light and Power Utility were part of the Selection Committee. Only JD was in attendance. There was a tie for alternates 2-4 and the committee members present voted to rank the artists. The Board will discuss this project before posting the call next year. Ms. Zola moved we approve the 15 selected artists and 4 alternates Ms. Sherman seconded Unanimously approved 7. STAFF REPORTS Ms. Martin shared highlights from the report. It will be emailed to the Board. 8. OTHER BUSINESS a. Ms. Good shared about the upcoming exhibit in The Lincoln Center Art Gallery that features APP artists Joe Motive, Kristen Vohs, Diane Findley, Shawna Turner, and Chelsea Ermer. Also, Downtown Fort Collins Art Week will be April 29–May 6. 9. ADJOURNMENT 5:33 PM Minutes approved by the chair and a vote of the Board/Commission on XX/XX/XX MONTHLY UPDATES: BUS AND BUS SELTER ART: Staff is fabricating and installing the initial round of posters. (see images) A second call is now out with a deadline of June 13. CARNEGIE CENTER FOR CREATIVITY, 200 Mathews St.: The project team will select an artist from the Design Consultant List. COLLEGE AVE. SIGNALS, College Ave at Pitkin, Columbia, and Harvard: The project team interviewed artists from the Design Consultant list and selected artist Mark Leichliter. COLLEGE AVE. AND TRIILBY INTERSECTION: The project team will select an artist from the Design Consultant List. DOVETAIL PARK, near Nancy Gray and Miles House Aves.: Formerly known as Bucking Horse Park. Artist Joshua Wiener has installed the art work. The park is still under construction and will open this summer. ENVIRONMENTAL LEARNING CENTER FLOW RESTORATION, east of Timberline on Drake: Artist Katy Casper is meeting with the team to develop art for the site. GARDENS ON SPRING CREEK TEMPOROARY ART INSTALLATION, 2145 Centre Ave.: The Gardens team interviewed artists for the 2023/2024 display and selected Colorado artist Jodie Bliss. GLENMOOR POND ENHANCEMENT, Taft Hill Rd. north of Elizabeth St.: Artist Lisa Cameron Russell installed artwork last Friday. LAPORTE BRIDGES, Laporte Ave. between Grandview Ave. and Taft Hill Rd.: The team selected Jim Lynxwiler from the Design Consultant List. The design was approved by the Board and will be under contract shortly. CI T Y O F FO R T CO LLI N S Art in Public Places Program Staff Report — May 10, 2023 Bus Kiosk Art at Centre and Botanical (Yuna Kim), Elizabeth and King Soopers—west of Taft Hill (Michelle Mach) and Stanford & Monroe (Jamie Quint) LAPORTE CORRIDOR, Laporte Ave. between Fishback Ave. and Sunset St.: Staff will issue an RFQ for a Colorado artist. MIDTOWN IMPROVEMENT, College between Boardwalk and Thunderbird: Staff will issue an RFQ for an artist within a 75-mile radius of Fort Collins. OAK STREET STORMWATER IMPROVEMENTS PROJECT, Oak Street from Jackson Avenue to Mason Street: Artist Mark Aeling was selected for this project and is meeting with the team to develop the art for the site. PEDESTRIAN PAVER PROJECT: The 2022 designs are fabricated and being installed. APP staff is developing the digital files for the 2023. PIANO PROJECT: Anna Berman is the first artist of the season and will paint now through May 15 at the Art in Action Tent on Mountain Ave. at the south end of Old Town Square. (see image) STORM DRAIN MURAL PROJECT, multiple sites: Artists have been selected. The painting schedule is being developed. STREAM REHABILITATION, multiple sites: Andy Dufford’s design for this project related to stream rehabilitation for multiple sites was approved by the APP Board and by City Council. Staff is developing a contract. TIMBERLINE & LINCOLN INTERSECTION: The project team will select an artist from the Design Consultant List. TRANSFORMER CABINET MURALS: The 2023 artists are developing designs. The first artists presented today. UTILITIES PUBLIC ARTIST IN RESIDENCE PROGRAM, location to be determined: Artist Allie Ogg was selected by the project team. She is currently meeting with Utilities and developing the art proposal. VINE AND LEMAY: This project with artist Joshua Wiener was approved by City Council. The artist is currently fabricating the artworks. WATER RECLAMATION FACILITY, County Rd. 9 and Environmental Dr.: Artist Lisa Cameron Russell was selected for this project. When the design is finalized, it will be brought to the APP Board. WATER TREATMENT FACILITY, Laporte west of Overland Trail: Todd Kundla’s project was approved by the APP Board and by City Council. Staff is developing a contract. WATER TREATMENT FACILITY UTILITY CABINET MURALS, Laporte west of Overland Trail: The project team is working with artist Kristen Vohs on the next cabinet mural within the gates of the facility. WEST ELIZABETH, between Shields St. and Overland Trail: Artist Mark Leichliter was selected for this project. The artist was meeting with the team to develop art for the site. The project is currently developing the budget and estimated to start meeting again in June. OTHER BUSINESS: Staff was contacted by Janesville and Milwaukee, WI, and Clark County, NV, regarding Pianos About Town.
