FY23 CDBG Renewal Funding:
Public Service Funding Recommendations Summary
A total of 4 organizations were eligible to apply for renewal funding for the FY23 CDBG Public Service
allocation provided by the Department of Housing and Urban Development (HUD).
About the funding: CDBG funds available for allocation fluctuate annually based on the actual amount of the
HUD Grant and funding received through loan repayments of prior projects (program income). The funding
available for allocation in FY23 reflects both a reduction in our federal CDBG allocation and program income
received.
During years when renewal applications for the CDBG Public Services funds are submitted by eligible
programs, staff will provide the Board with a summary of program profiles, funding amounts and grant
performance assessments to-date. The Board may vote to adopt the recommended funding formula or,
alternatively, may elect to change the funding distribution for any of the following circumstances: 1) CDBG
grantee does not fully expend their grant funds; 2) does not comply with terms of their agreement (ex:
significant reduction in clients served); 3) is unable to comply with federal requirements. Renewal applications
may not be transferred to the Human Services Program for consideration.

Samaritan House Fort Collins Shelter
The goal of Samaritan House Fort Collins (SHFC) is to provide for the basic, immediate needs of the
homeless and to assist them in transitioning out of homelessness and into stable housing and self-
reliance. SHFC does so by offering emergency shelter to the homeless as well as robust,
comprehensive case management and long-term stabilization through our extended-stay program.
Through the extended-stay program, participants work with a case manager to address the issues that
caused the loss of housing and work toward self-sufficiency.
SHFC will provide overnight shelter, meals, and associated services in support of persons experiencing
homelessness.

Crossroads Safehouse, Inc. Eligible - Yes
Domestic Violence Emergency Shelter Advocacy $ 44,132
Crossroads Safehouse is Northern Colorado’s largest emergency shelter serving victims of domestic
violence and intimate partner abuse. Those who seek emergency shelter from Crossroads receive
basic needs including food, clothing, and medical care. In addition, trained advocates provide crisis
intervention (safety planning, immediate overnight sheltering) and victim advocacy (trauma-informed
care). This request will support a portion of the wages for four (4) direct service advocates, providing
critical assistance to Crossroads’ operations to provide emergency shelter to victims of domestic
violence.

• Notable staff changes: In March 2023, Crossroads hired a new Executive Director, Lori Kempter, to
fill the vacant role left by Pam Jones in November 2022. Crossroads’ Direct Services Manager
resigned in March 2023 and the position is anticipated to be filled by the end of April.
Family Housing Network of Fort Collins, Inc. Eligible – Yes
Family Housing Network Shelter Program $ 18,670
Family Housing Network (FHN) has several programs to support families with children who are
experiencing homelessness. Created in 2012 with a basic overnight shelter program coordinated by
volunteers, FHN has grown to offer programs that include day and overnight shelter, rapid rehousing
support and bridge housing for families. This request is for FHN’s Shelter Programs (day and
overnight), which help families experiencing homelessness access food, shelter and safety while
securing employment, school resources, childcare and permanent housing. FHN provides overnight
shelter at host faith congregations, meals, day shelter, and case management to families experiencing
homelessness.

(added 0.5 FTE for total of 1.5 FTW over two position).

Neighbor to Neighbor, Inc. Eligible - Yes
N2N Housing Solutions – Direct Rental Assistance $ 54,316
Neighbor to Neighbor (N2N) is the primary rent assistance provider in Larimer County and has offered
housing stability services for over fifty years. Participants at greatest risk of homelessness or
displacement are eligible for short-term rent assistance, which is paid directly to the landlord. Over 90%
of participants who receive rent assistance are still stably housed after 6 months.
Demand for emergency rent assistance remains much higher than pre-pandemic levels despite a
reduction in COVID funding. As a result, N2N is directing limited funding to the most vulnerable
households that are at the highest risk of homelessness. After contracting the FY22 funds, Neighbor to
Neighbor experienced an increase in average assistance amount. The $750/per household allocated
under the current contract is being supplemented with other donor funds to meet the total household
need, which is now averaging $1,250. The FY23 renewal application reflects the current trend and will
allow CDBG funding to cover the total estimated amount per household. The increase in rent
assistance allows families to direct other limited financial resources to food, childcare, medical needs,
transportation, and other expenses which have likely increased.

• Notable staff changes: With the ending of the state’s Emergency Rental Assistance Program in late
2022, N2N has had to reduce its rent assistance staff. As a result, thirteen housing assistance
coordinators were laid off in March 2023.
