OLD BUSINESS 2023 Work Plan and 2022 Completed Work Plan CSU Event update for October 2023 (Jeni) Transfort Application (Joe/Terry) Transfort – New Dial-A-Ride new contact Katlyn Kelly. Will attend February meeting with Kaley Zeisel. Work Plan – Working Document (Update in Master Work Plan, Jeni will update this doc. once plan is completed) Safety Action: Meet with Police Chief and Fire Chief about staff training approach when interacting with people with disabilities including people with intellectual and developmental disabilities. Added Action: Assist intersection of City and County Databases that talk about location. Provide a liaison between the DAB and Citizen Advisory Council. (Linda) Strategic Objectives Supported: Improve community involvement, education, and regional partnerships to increase the level of public trust and keep the community safe. Meet expected level of core and specialized police services as the community grows. Partner with Poudre Fire Authority to provide high-quality fire prevention, community risk reduction and emergency response services. Improve emergency management and preparedness. Transportation Action: Provide for safe & reliable multimodal travel to, from, and throughout the city. Rezone the164.56-acre Hughes Stadium to the Public Open Lands District for “parks, recreation, and open lands, natural areas, and wildlife rescue and restoration”(complete). Acquire the property (in progress). The ballot language gives the City flexibility in how to develop the site. Some existing uses and services will likely be preserved (e.g., disc golf, retention area). There are several constraints on the land, and development of any scenarios is not currently budgeted. Ballot Language & Background 4 Engagement Process Engaging recreation groups, wildlife interests, raptor rescue and care interests, Indigenous Peoples, adjacent landowners/residents, and the public to supplement the feedback received from the community to date. Outreach will help the City understand potential future uses and development scenarios for the land, which will then be presented to City Council. Kearns & West’s role is to ensure that voices and preferences for the site are heard and considered for City Council review. 5 6PriorEngagement -What We’ve Heard Engagement efforts build upon previous engagement around the Hughes property.So far, the City has heard the following input: Protect views of the foothills. Create community space for recreation and nature. Consider environmental protections and buffers for nature. Maintain and increase access to nearby natural areas. Increase trails, bicycle, and pedestrian infrastructure. 7NovemberFocusGroups-What We’ve Heard During the November Focus Groups, the City heard desires to: Maintain connections to nature and the feeling of being in open space. Maintain the community character of the site. Help the City become a regional destination for bike riders and wildlife enthusiasts. Create a multi-use recreational space (encompassing a bike park and “lower footprint” activities). Create a wildlife rehabilitation center and a space for wildlife-related education opportunities. Provide a space that inspires residents to explore new hobbies or nature. 8NextSteps Continued outreach to capture key themes, areas of alignment, and areas of concern. Board and commission outreach and discussion. Kearns & West will develop scenarios for City Council review in early 2023.
