LIQUOR LICENSING AUTHORITY MINUTES
Regular Meeting. – January 18, 2023

A regular meeting of the Liquor Licensing Authority was held January 18, 2023, via Zoom Link, Chief
Judge Jill Hueser presiding.
Secretary’s Note: All applications were heard via Zoom.

Liquor Enforcement Update
Liquor Enforcement Officer Ripsam stated Fort Collins Police Services conducted random
compliance checks:
January 17, 2023, visiting 16 liquor licensed establishments of which 1 served the underage
operative: a failure rate of 6.25% for the evening.
Liquor Enforcement Officer Ripsam stated that the overall failure rate is 6.25% for 2022.
Show Cause Hearing for Harmony Suites, LLC, dba
Cambria Suites, 2921 East Harmony Road,
Stipulation Agreement
Joel Reid, representative for Harmony Suites, LLC, stated he has had an opportunity to review the
stipulation agreement and has agreed to the terms.
Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 15-day suspension, 5 days served (served from start of business on January 19, 2023,
through the end of business on January 23, 2023), with 10 days held in abeyance for one year for
violating Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the service of an alcoholic
beverage to a person under the age of twenty-one years.

Chief Judge Hueser approved the findings, conclusion, and order, accepted the stipulation agreement
as presented for Harmony Suites, LLC, dba Cambria Suites, 2921 East Harmony Road.

Simmer, 2519 South Shields, Suite 1F,
Stipulation Agreement
Chris Joseph, representative for Lei Lo, LLC, stated he has had an opportunity to review the
stipulation agreement and has agreed to the terms.
Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 35-day suspension, 5 days served (paid $1253.94 fine in lieu of suspension), 10 days no
alcohol service from start of business on February 20, 2023 through close of business on March 1,
2023, with 20 days held in abeyance for one year for violating Colorado Liquor Code Section 44-3-
901(1)(b)(I) prohibiting the service of an alcoholic beverage to a person under the age of twenty-one
years.
Chief Judge Hueser approved the findings, conclusion, and order, accepted the stipulation agreement
as presented for Lei Lo, LLC, dba Simmer, 2519 South Shields, Suite 1F.
Modification of Premise Application from
Coopersmith Brewing Co., dba CooperSmith’s
Pub and Brewing, 5 Old Town Square, Approved
Dwight Hall, representative for Coopersmith Brewing Co., stated that this request will remove the
Poolside portion of their current licensed premise.
Chief Judge Hueser approved the modification of premise application from Coopersmith Brewing
Co., dba CooperSmith’s Pub and Brewing, 5 Old Town Square.
Modification of Premise Application from Dillon Companies, LLC, dba
King Soopers #9, 1015 South Taft Hill Road, Approved
Adam Stapen, attorney representing Dillon Companies, LLC, briefly described the proposed changes,
stating that they are expanding their beer cooler to accommodate wine selections.
Chief Judge Hueser approved the modification of premise application from Dillon Companies, LLC,
dba King Soopers #9, 1015 South Taft Hill Road.

Adam Stapen, attorney representing Dillon Companies, LLC, briefly described the proposed changes,
stating that they are expanding their display case to allow the introduction of wine.

Adam Stapen, attorney representing Dillon Companies, LLC, briefly described the proposed changes,
stating that they are adding an end cap and expanding the beer cooler.
Chief Judge Hueser approved the modification of premise application from Dillon Companies, LLC,
dba King Soopers #99, 1842 North College Avenue.
Transfer of Ownership Application from Fort Collins Fondue Company, LLC, dba
The Melting Pot, 334 East Mountain Avenue, Approved
Mark Rosenthal, representative for Fort Collins Fondue Company, LLC, stated he that there have
been no changes to the operations of the restaurant. He stated that customers will not see a difference
between the previous and current ownership.
Chief Judge Hueser approved the transfer of ownership application from Fort Collins Fondue
Company, LLC, dba The Melting Pot, 334 East Mountain Avenue.
Transfer of Ownership Application from Fort Collins Churrasco Company, LLC, dba
Rodizio Grill, 200 Jefferson Street, Approved
Mark Rosenthal, representative for Fort Collins Churrasco Company, LLC, stated he has retained
employees from the previous owner.
Chief Judge Hueser approved the transfer of ownership application from Fort Collins Churrasco
Company, LLC, dba Rodizio Grill, 200 Jefferson Street.
