SUBJECT: AQAB Recommendations on Proposed City Plan Air Quality Policies

On October 18, the Air Quality Advisory Board discussed the policies proposed in the
Environmental section of the draft City Plan, with special focus on the Air Quality and Climate
Change policies. At the time we made two recommendations that have been subsequently
addressed in more recent version of City Plan. Those recommendations were:
1) modify Policy ENV 8.3 to say:
“The City will focus on improving air pollution by reducing total city-wide emissions over
the long term and assuring that localized air pollution exposures conform to adopted health
standards.”
2) In the Environmental Resources Vision section (First page of ENV chapter), change the
bullet that says * reduced greenhouse gas emissions to: “Invest to meet the goals of the
Climate Action Plan and reduce greenhouse gas emissions.”
With those changes made, the Board unanimously (8-0-0) adopted the following motion in
support of the air quality policies in City Plan:
Several Board members also recommended that the visions statements in City Plan should be
more inspiring complete statements, with actions verbs, rather than a bulleted list of points.

Dennis Georg moved and Nancy York seconded a motion to submit the following
recommendation to Council.
The AQAB has reviewed the air quality policy language in the Plan Fort Collins draft and
recommends that the Council adopt the principles and policies as stated. The AQAB
appreciates the efforts that have been made to coherently integrate transportation,
environment, energy, health and air quality challenges into the updated proposed City Plan.
Motion passed unanimously.
