Re: Recommendations Regarding the Budgeting for Outcomes for the 2017-18 Budget

The Air Quality Advisory Board (AQAB) has reviewed the BFO Enhancement Offers that were
described as having greenhouse gas (GHG) or air quality implications. While we were not provided
with quantitative estimates of the GHG or air quality impacts of the majority of these offers, we have
qualitatively assessed each offer and done our best to identify those that are most helpful in achieving
the City’s GHG goals and improving its air quality. As a result of this preliminary effort, the AQAB
currently recommends that City Council fund the following BFO offers (not in priority order):
5.26 CAP ENHANCEMENT - CAP ENHANCEMENT - Utilities: Light & Power - Electric
Distributed Battery Pilot Program
6.76 ENHANCEMENT - Utilities: Light & Power - Energy Services
6.77 ENHANCEMENT - 1.0 FTE - Utilities: Light & Power - Energy Services Engineer
6.78 ENHANCEMENT - Utilities: Light & Power - Renewable Commercial Solar Power
Purchases
6.80 ENHANCEMENT - Utilities: Light & Power - Renewable Community Shared Solar
7.17 ENHANCEMENT - 1.0 FTE Utilities: Customer Service & Administration - Strategic
Account Specialist
19.8 ENHANCEMENT: Municipal Fleet Efficiency Fund
26.12 ENHANCEMENT: Indoor Air Quality- Evaluating and Enhancing Existing Programs to
Reach More Residents and Improve Program Outcomes
26.13 ENHANCEMENT: Leading By Example: Municipal Strategic Initiatives
26.7 ENHANCEMENT: Expanded Municipal Innovation Fund

The Air Quality Advisory Board will continue to review BFO offers and may provide further
recommendations to City Council as the budgeting process proceeds.
