1. CALL TO ORDER
Patton-Mallory (sub for Chair) called the meeting to order at 6:00 PM.

3. AGENDA REVIEW
Acting Chair Patton-Mallory stated there were no changes to the published agenda.
4. CITIZEN PARTICIPATION
None.
5. APPROV AL OF MINUTES
Hunt made a motion, seconded by Ayers, to approve the March minutes as amended to
change a name in the Boardmember Reports section. The motion was adopted
unanimously.
6. UNFINISHED BUSINESS
Patton-Mallory stated Dangerfield did not want to be Vice Chair; therefore, the
Committee will vote in May. She requested interested parties contact Chair Buckley.
7. NEW BUSINESS
a. Foothills Management Plan – Natural Areas – Heidi Wagner, Jennifer Roberts
Roberts, Project Manager, discussed the unique habitat of the foothills area. She
stated the Natural Areas that are in the foothills area are Reservoir Ridge, Maxwell,
Pineridge, and Coyote Ridge.
Roberts discussed grass restoration projects and additional land acquisitions made
since the previous Foothills Management Plan was adopted. She stated there has
been a three-fold increase in visitor use for these Natural Areas in the last ten years.
She discussed visitor intercept surveys that occurred in 2017 and 2018 regarding
perceived crowding and visitor satisfaction. Nearly all respondents rated their
perceived quality of experience as excellent and, in general, visitors were not feeling
crowded.
Roberts stated the goals for the Foothills Natural Areas are: to promote ecological
integrity, provide responsible public access, and connect people to nature. She
outlined the impact and decision framework that is being used. The framework
includes four categories: ecological, cultural, visitor, stakeholder and community
considerations, and Natural Areas considerations, and its implementation provides
rationale for decisions made.
Roberts discussed trails and public outreach efforts, including an online survey.
Hunt asked if staff had met with the Overland Mountain Bike Club. Roberts replied
staff met with the Board in March and are looking at many of their suggestions.
Dangerfield stated he has noticed a great deal of overflow parking on the county

road right outside Maxwell which is problematic because they are taking up bike
lane and shoulder space. Wagner replied there are several areas where that is
occurring, and she was unsure how the County is enforcing no parking areas and
why they have not posted signs.
Cranmer discussed conflict issues with some of the trail users stating dangerous
situations can occur.
Hunt suggested possibly designating various user priorities for different trails.
Webber asked about the survey methodology. Roberts replied surveys were given
at randomly chosen locations and randomly chosen times between 7 AM and 3:30
PM on both weekdays and weekends to correlate with the highest use times.
Wagner stated areas in Jefferson County and Boulder utilize alternating day
schedules for user groups and it has been well-received. She noted the messaging
would take some time and survey respondents have not been supportive of the
idea.
Cramer asked about parking at Maxwell given the new development at the stadium
site. Wagner replied conceptual plans show a public parking area where the old
stadium was located; however, there are no plans to expand the Maxwell lot.
Tupa asked if sensitivity to the landscape and appreciation of the environment is
part of the overall management plan. Wagner replied that is the crux of what is
considered all the time. She noted appreciation can only occur for what is known.
b. Bicycle Education and Outreach Update – Jamie Gaskill
Gaskill, FC Bikes, discussed the Bicycle Ambassador Program and participation in
the Program. She detailed the educational programming noting FC Bikes will
partner with any group to provide education.
Gaskill reviewed the Bicycle Friendly Driver Program which was built in response to
bicyclists' deaths in the community. She stated the curriculum has been lauded
nationally and accepted by major organizations to be included in their programming.
She noted every Transfort and Poudre School District bus driver has gone through
the program.
Cranmer asked how ongoing training for bus drivers works. Gaskill replied it is part
of the new driver orientation for Transfort and that is being discussed with the
School District. She stated the training likely needs to be presented every few years
anyway.
Gaskill discussed the Ride Smart, Drive Smart Program which involves Police
Services. She discussed the old SWAT van that has been reconfigured to be a
mobile bicycle education vehicle. She stated all patrol officers have participated in
the Bicycle Friendly Driver program.

Gaskill discussed the Walk and Wheels Skills Hub and CSU Moves which helps to
educate incoming CSU students on safe riding in the community.
Gaskill discussed becoming a coach with the League of American Bicyclists in 2018
noting she is one of 23 in the country.
Gaskill detailed the Big Jump Program in Council district 6 which is aiming to
increase ridership. Bicycle maintenance safety checks will be occurring in the area
Saturday with volunteer representatives from local bike shops. The event will also
include food trucks and other activities. Gaskill discussed a pilot family bike night at
Bauder Elementary School, which is within the Big Jump area. She stated it
involved Bicycle Friendly Driver training for adults as well as bicycle training for all.
Cramer asked if additional family bike nights are planned. Gaskill replied that is the
plan.
Gaskill discussed her team's work with the Climate Action team and new high
school education efforts. She stated the Bicycle Ambassadors will be very involved
with the E-bikes on trails pilot.
Gaskill discussed the results of class participant surveys.
c. BAC Member Discussion – Future Topics
Greegor provided a list of items the Committee has identified it would like to discuss
and requested input as to additional topics and overall themes.
Committee members discussed having an additional E-bike demo, studying the
Bicycle Master Plan, Budgeting for Outcomes, parks trails policy, bicycle pilot
programs, neighboring communities' progress with bicycling infrastructure, and a
group bicycle ride among others.
8. BOARD MEMBER REPORTS
a. TRANSPORTATION BOARD REPORT – Ayers
Ayers reported the Transportation Board received updates on the proposed Halligan
Reservoir project, the Pedestrian Program system and the 2018 bicycle and
pedestrian counts.
b. COMMITTEE MEMBER REPORTS/COMMENTS
Hunt reported on Poudre School District's bike rodeos and after school bike and
pedestrian clubs.
Mann noted City Council just approved the intergovernmental agreement regarding
the regional wasteshed plan.
Dangerfield reported on the DDA and Russell Mills Studios winning an award for the
alley program.

Webber stated the Foothills Plan and Montava have been discussed at the Land
Conservation and Stewardship Board meetings.
Tupa reported on recent discussions at the Parks and Recreation Board meetings
and the groundbreaking at Sugar Beet Park. Committee members discussed
parking issues at Twin Silos Park.
Cramer reported on Bike to Breakfast for Earth Week.
9. OTHER BUSINESS
a. Staff Report
Greegor reported Council adopted the E-bike ordinance on Tuesday and she
discussed preliminary data collection efforts.
Sizemore reported Council adopted City Plan on Tuesday as well.
Greegor asked about rescheduling the May meeting to the 20th. Committee
members agreed that was acceptable.
Committee members discussed state legislation around E-scooters.
