CALL TO ORDER • At 5:32 PM the meeting was called to order by Josh Johnson. 2. INTRODUCTIONS OF BOARD MEMBERS Board members introduced themselves, including the two new members who were attending a regular board meeting for the first time. 4. AGENDA REVIEW Josh Johnson read remote session instructions for the Human Services & Housing Funding Board and public attendees. Adam Molzer reviewed agenda. The Board accepted the agenda without modification. 5. APPROVAL OF MINUTES – November 9, 2022 Regular Meeting Olga Duvall moved to approve the November 9, 2022 meeting minutes as presented. Josh Johnson seconded approval. Michaela Ruppert and Mike Nielsen abstained since they were not members in November. Approved 6-0. 6. COUNCIL LIAISON DIALOGUE – COUNCILMEMBER JULIE PIGNATARO The board asked councilmember Pignataro what special projects she’d been working on with the Council. She shared the ones she was most proud of, including eliminating taxes on feminine hygiene products and Human Services & Housing Funding Board REGULAR BOARD MEETING 1 /11/2023 – MINUTES Page 2 making sure things filtered through the Diversity, Equity, and Inclusion Office now that it is up and running. Councilmember Pignataro also expressed excitement over changes occurring with garbage redistricting because of the positive environmental impacts it will have. Councilmember Pignataro asked the Board to share any projects the Council helped with as it related to the Human Services & Housing Funding Board. The Board expressed excitement about housing projects and additional housing availability in Fort Collins. Councilmember Pignataro expressed the Council’s commitment to affordable housing and the environment. 7. UNFINISHED BUSINESS None 8. NEW BUSINESS a. 2023 Officer Nominations Erma Woodfin moved to nominate Josh Johnson as Chair for 2023. Mike Nielsen seconded nomination. Josh Johnson moved to nominate Olga Duvall as Vice Chair for 2023. Erma Woodfin seconded nomination. Official motions and vote will take place at February meeting. b. 2022 Annual Report Adam Molzer presented an overview of the 2022 Annual Report, which included (but is not limited to) the following: • The Board held eight regular meetings and three special meetings related to the Competitive Funding Process. • The Board participated in a special funding cycle in the summer for ARPA (American Rescue Plan Act) Social Services Recovery Grants. • Board members hosted guest speakers such as the CEO of the Early Childhood Council to speak about childcare, the program manager for Larimer County’s Behavioral Health Impact Grants, and Beth Rosen who spoke about the plan and process for HOME-ARP funding. • The Board established its’ core function to be making recommendations to City Council regarding affordable housing and human services. • CDBG Public Service Funds were awarded on a multi-year basis and will be separate from the standard Competitive Process in FY23. The board requested an amendment to the 2022 Annual Report regarding two housing proposals that were withdrawn from funding consideration. Pat Hasting moved to approve the 2022 Annual Report with amendment. Mike Kulisheck seconded. Approved 6-0. Michaela Ruppert and Mike Nielsen abstained since they were not members in 2022. Competitive Process Update & Schedule of Activities • January 10 – Funding process began for Housing and Human Service organizations to submit their intent to apply. The deadline for intent to apply is January 25. • February 13 – Deadline for funding proposals, after which City staff will create a summary for both Housing and Human Services. • In late February, Board members will be provided workbooks and have the opportunity to review applications. • March 8 – Beth Rosen will join HSHF Regular Board Meeting to discuss housing priorities and strategies for affordable housing and rehabilitation projects. • March 29 – HSHF-Board will host a joint board meeting with the Affordable Housing Board. Local affordable housing developers will offer live presentations for funding proposals. • April 5 – Board members will meet to evaluate and discuss proposals, but not funding. A preliminary housing discussion to create draft ranking of proposals will be conducted. • April 25 & 26 – Final funding recommendations will be made. 9. BOARD MEMBER REPORTS None 10. STAFF REPORTS • Draft HOME-ARPA plan was approved by HUD last week, granting the City additional funding for potential projects. Two questions were added to Competitive Process grant to screen for eligible organizations. • Department Attorney will speak to the Board in February about Board roles, responsibilities, and conflicts of interest. • One Human Services Program grant recipient forfeited funds in FY21. Those funds will be added to the pool for the upcoming grant round in FY23.A different service provider forfeited approx. $6,000 of their one-time ARPA Social Services grant from FY22, and those dollars will be reassigned to other eligible City ARPA projects. 11. OTHER BUSINESS Grantee Client Story: Adam Molzer shared a brief impact story submitted by Elderhaus in a recent report. 12. NEXT MEETING Wednesday, February 8, 2023 | 5:30 PM | Location: ZOOM 13.
