2. ROLL CALL
a. Present: Elizabeth Grant, Shamera Loose, Melissa Rosas, Sally Lee, Allison

c. Staff Members Present: Lieutenant Frank Barrett, Assistant City Attorney II Aaron

4. CITIZEN PARTICIPATION – N/A
5. APPROVAL OF MINUTES
a. September 14, 2022, Correction
b. Motion to approve by Shamera, seconded by Allison, motion passes unanimously.
6. UNFINISHED BUSINESS
a. 2023 CRB Workplan – not ready for voting, Melissa spoke with Julie Ellis, not
due until November 30, 2022
b. Subcommittee Case # PSU2022-038: Alex resigned, Melissa will take 3rd spot
and Allison will be 1st alternate; awaiting approval, reschedule
7. NEW BUSINESS
a. Voicemail: One answered by Shamera, handled by IA, Complainant offered
opportunity to come to meeting (declined), no further action required
b. E-mail: None
c. Training: Less Lethal Options and SWAT Overview
8. BOARD MEMBER REPORTS – polygraph and mock interviews
9. OTHER BUSINESS – Refresher on confidentiality requirements by Lt. Barrett.
a. Cases PSU2022-032 and PSU2022-033 were distributed to be reviewed.
A 45-day turn around is needed, due before Thanksgiving. Requested to
get information on availability of subcommittee and time to meet. There is
an opportunity for public input before going into an executive session.
b. Notification of loss of member, Alex Shoaf. The board consists of 7
members, 4 is needed to reach quorum. City Clerk’s Office is in the process
of scheduling interviews for 2 vacancies.
c. Work Plan 2023 – Additional training suggestions included ACLU
(resources possibly with city attorney's office for questions), Jail tour,
parole board, Ride-along/sit-along, public defender's office, sheriff's dept.,
mental health co-responders, investigate possibility of identifier on board
decisions on high profile cases (citizens wanting more info on cases
before subcommittees),
d. Training options for 2022: outreach, Student Resource Officers, Police
Certification training, Drug task force, Use of Force, Meeting at training
facility, Polygraphs
