This hybrid Human Services & Housing Funding Board meeting will be available online via

7. NEW BUSINESS
a. 2023 Meeting Calendar
Adam Molzer presented the 2023 draft calendar of meetings and activities. Meetings will continue to
be 2nd Wednesday of every month from 5:30 PM to 7:30 PM in 2023. The schedule includes
additional dates for deliberation and special work sessions to evaluate competitive process
applications.
b. 2023 Work Plan
Adam Molzer presented the annual Work Plan draft for 2023, which is due in November, and includes
revisions to include potential involvement of the HSHF Board with ARPA funding recommendations.

Guest presenter Jessica Plummer joined the meeting in-progress and the Board paused their new business
discussions for her learning series presentation.
8. LEARNING SERIES PRESENTATION
BEHAVIORAL HEALTH IMPACT GRANTS & FACILITY JESSICA PLUMMER LARIMER COUNTY
Jessica Plummer, Grants Program Manager at Larimer County, joined the Human Services and
Housing Funding Board for a presentation regarding the behavioral health grant program and the
new facility being constructed, all supported with the 1A tax initiative approved by voters in 2018.
Statistics and details were shared focusing on the impact of the ballot-approved dollars, the grant
process, and the progress and services that will be offered at the new facility, which is planned to
open in 2023. Several board members followed up with clarifying questions to Jessica Plummer.
9. NEW BUSINESS (CONTINUED)
a. Council Liaison Invitation
Adam Molzer confirmed that the Council liaison for the Human Services and Housing Funding Board
will attend the January 2023 meeting.
b. December Meeting
The Board discussed whether to gather in December for a non-business end-of-year social event and
send-off for departing members. The group said they would like to pursue this and Adam Molzer will
coordinate the date, time and details.
c. Scorecard Criteria and Weights
Adam Molzer presented a revised draft of the Human Services Scorecard Criteria/Weights. Board
members discussed if there were any necessary, additional edits for the 2023 grant process and
whether any criteria could be consolidated or cut. Adam will look at whether any revisions may be
further warranted.

10. BOARD MEMBER REPORTS
Olga Duvall shared that she attended the Volunteers of America grand opening of the Cadence affordable
housing apartment building. This is a project that the HSHF Board supported funding for in prior years, and
offers housing options for income-eligible seniors.
11. STAFF REPORTS
Homeward Alliance is hosting a Zoom Lunch & Learn about the ‘5 Myths of Homelessness’. Adam will
forward the details.
A video was produced locally by the Partnership for Age-Friendly Communities about the missing middle
housing needs in the community. Adam will forward the link to view.
ARPA funding is currently being supported in the City’s budget for childcare, social services and
homelessness. Council will vote on second reading on November 15. If approved, the Social Sustainability
Department will launch the grant programs very soon. The social services recovery grants will be reviewed
and evaluated by a board composed of City staff, rather than the HSHF Board. This option was authorized
by the City Attorney’s Office and is being pursued due to an aggressive timeframe to have contracts
activated in Q1 of 2023.
FY21 Human Services Grant Results – Adam Molzer shared the FY21 Human Services Program Grant
Funding Results, with a total $1.1M provided for community organizations. Small amounts of unspent
funding for two programs were discussed (both amounts negligible).
12. OTHER BUSINESS
Grantee Client Story: Adam Molzer shared a brief impact story submitted by the Food Bank for Larimer
County about a recent food distribution event at Poudre High School, which was funded with ARPA dollars
this board approved earlier in the year.
13. NEXT MEETING
December regular/business meeting will be cancelled. The HSHF Board and guests will gather for a non-
business social gathering instead.
The next regular business meeting will be Wednesday, January 11, 2023.

2023 Annual Report
DRAFT
The Human Services and Housing Funding Board met a total of eleven times during 2022. Eight
were regular meetings and three were special Competitive Process-related meetings. One funding
cycle was conducted in the spring for affordable housing and human services. A special ARPA
funding cycle was conducted in the summer to award grants for Social Services Recovery projects.
The Board held three evening meetings during the spring cycle to discuss the merits of the housing
and human service grant proposals, and to determine funding recommendations to Council.
During the regular meetings, the Board reviewed the funding process and discussed the status of
some grantees. Learning Series presentations were hosted in 2022 and included visits from City
staff regarding the City’s affordable housing priorities, the CEO of the Early Childhood Council
regarding childcare issues in the community, and the Larimer County Program Manager for their
Behavioral Health Impact Grants. The Board also visited with staff regarding the HOME-ARP
funding awarded to the City and the draft plan and process for distributing those funds in the future.
The Board provided recommendations to City Council as to the allocation of the City’s FY22 CDBG
and HOME entitlement grants, CDBG and HOME program income, AHF and HSP funds. Funding
requests for human services were greater than available dollars so not all proposals submitted
were funded. Adequate funding for the affordable housing projects was available, and all eligible
projects therefore were fully funded.

Dear HSHF Board,
This year has presented new challenges and successes for the programs at The Family Center/La Familia,
which have affected our grant with the City of Fort Collins. We have been grateful to receive additional funding
support, most due to the ongoing COVID-19 pandemic, over the last year. These additional funds were
available to provide additional tuition discounts to families through CDHS, and staffing support from Larimer
County and other smaller sources. There has also been more opportunity for families to apply and qualify for
CCAP and programs within the Poudre School District. Unfortunately, we have experienced position vacancies
that these dollars were meant to support.
In February 2022, we lost our full-time Programs Assistant whose primary role was on our City of Fort Collins
grant to assist families with resource and referrals. After a longer than normal search we were able to fill that
position starting April 18th, but only for 3 days due to personal and family illness and inability to return. On May
31st, our next person was able to fill that position. Again, this only lasted two weeks as she received another
job offer during her first week that more closely fit her goals. After another search, we hired a part-time staff
member for this role beginning on July 5th. Within the month, we found this was not a good fit and began our
search again. I am happy to announce that our most recent Programs Assistant started with us on September
22, 2022 and has been a great addition to our team. Due to this large vacancy in a primary role we were
unable to spend out our funding as planned.
Over the past few months, we have been working hard to fill our open positions and provide great care to the
community. At the time of this letter, we anticipate having approximately $3,725 unspent from our 2021-2022
award. We are now fully staffed within our resource and referral programming and should have no issue
spending any future committed or requested funding.
