Commission members and staff may be present in-person but interested members of the public and applicant
teams are strongly encouraged to participate via Zoom. No public comment is accepted during work sessions.

the Zoom session should also watch the meeting through that site.
The meeting will be available to join beginning at 11:45 a.m. on December 9, 2022. Attendees should try to sign in

3MilestonesYearMilestone2016Colorado State University (CSU) closes the 164-acres Hughes Stadium site.2019 - 2022 City considers options for the site. 2021Citizens vote to rezone the site for “parks, recreation, open lands, natural areas, wildlife rescue and restoration. 5Ballot Language & Background• Rezone the164.56-acre Hughes Stadium to the Public Open Lands District (complete). • Acquire the property for parks, recreation, and open lands, natural areas, and wildlife rescue and restoration (in progress).• The ballot language gives the City flexibility in how to meet a broad set of community needs. • The City is making every effort to listen to the community and plan the property in a useful and beneficial way.• Some existing uses will likely be preserved (e.g., disc golf). • There are several constraints on the land, and development of any scenarios is not currently budgeted.HUGHES STADIUM PROPERTY UPDATEPacket pg. 7
6Engagement• The City is engaging recreation groups, wildlife interests, raptor rescue and care interests, Indigenous Peoples, adjacent landowners/residents, and the public to supplement the feedback received from the community to date.• This outreach will help the City understand potential future uses and development scenarios for the land, which will then be presented to City Council. • Kearns & West’s role is to ensure that broad interests and preferences for the site are heard and considered for City Council review.HUGHES STADIUM PROPERTY UPDATEPacket pg. 8
7What We’ve HeardEngagement efforts build upon previous engagement around the Hughes property. The City has heard the following input: • Protect the views of the foothills for the site and surrounding neighborhood.• Create space that the community can use for recreation and enjoyment of natural space, with limited development. • Consider environmental protections and buffers for wildlife, water, and native plant species. • Maintain access to nearby natural areas, such as the Maxwell Natural Area. • Increase trails and bicycle and pedestrian infrastructure. • Consider the community’s desire for enhanced access to quality parks, recreational facilities, paved-multi use trails, hiking trails, natural areas and wildlife habitats, unprogrammed spaces, and playgrounds. The purpose of this memo is to provide the Commission a monthly review of staff efforts to engage the
public in Development Review as well as preview upcoming work of interest.
