LIQUOR LICENSING AUTHORITY MINUTES
Regular Meeting. – January 20, 2022

A regular meeting of the Liquor Licensing Authority was held January 20, 2022, in via Zoom Link,
Associate Judge Nieto presiding.
Secretary’s Note: All applications were heard via Zoom.
Staff in attendance: Bronwyn Scurlock, Assistant City Attorney II
Carrie Ripsam, Liquor Enforcement Officer

Consent Agenda Approved:
· Minutes from the December 16, 2021, meeting.
Liquor Enforcement Update
Liquor Enforcement Officer Ripsam stated Fort Collins Police Services conducted random
compliance checks:
· December 30, 2021, visiting 8 liquor licensed establishments all of which passed leaving a
failure rate for 2021 at 19.55%.
· January 19, 2022, visiting 16 liquor licensed establishments of which 2 served the underage
operative: a failure rate of 12.5% for the evening.
Liquor Enforcement Officer Ripsam stated that the overall failure rate is 12.5% so far for 2022.
Transfer of Ownership of Fresh Foods, Inc., dba
Fresh Foods, 1100 West Mountain Avenue, Approved
Ben Dishman, representative for Fresh Foods, Inc., stated he is requesting that this transfer of
ownership for this location.
Judge Nieto approved the transfer of ownership of Fresh Foods, Inc., dba Fresh Foods, 1100 West
Mountain Avenue.

Adam Stapen, attorney representing First Watch Restaurants, Inc., stated he has one witness for the
Authority to ask questions of. Scott Berghane, Director of Operations, was sworn.
Mr. Berghane, briefly described the background of First Watch Restaurants, Inc., and stated that they
have not had any liquor violations in Colorado. He stated they a breakfast and lunch type of restaurant
and that they close every day at 2:30 p.m. Mr. Berghane stated that all the beverages are pre-mixed
and that they do not have a bar.
Judge Nieto adopted Resolution 2022-001 approving a hotel-restaurant liquor license application from
First Watch Restaurants, Inc., dba First Watch Restaurant #420, 2809 South College Avenue.
Judge Nieto adopted Resolution 2022-002 approving a hotel-restaurant liquor license application from
First Watch Restaurants, Inc., dba First Watch Restaurant #422, 1112 Oakridge Drive, #101.
