LIQUOR LICENSING AUTHORITY MINUTES
Regular Meeting. – January 21, 2021

A regular meeting of the Liquor Licensing Authority was held January 21, 2021 in Municipal Court,
215 North Mason Chief Judge Jill Hueser presiding.
Secretary’s Note: All applications were heard via Zoom.

Liquor Enforcement Update
Liquor Enforcement Officer Ripsam stated there is no updated from the last meeting.
Show Cause Hearing for Wing & Tong, Inc., dba
Masa Hibachi, 2400 East Harmony Road, Suite 102
Stipulation Agreement Approved
James Marshall, attorney representing Wing & Tong, Inc., dba Masa Hibachi, stated his client, Guo
Tong Zhou, has agreed to the terms of the stipulation agreement and is ready to proceed.
Assistant City Attorney Scurlock reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 40 day suspension, 20 days actually served from start of business on February 15, 2021 to
end of business March 7, 2021, 10 days paid $500 fine in lieu of suspension, with 10 days held in
abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the
service of an alcoholic beverage to a person under the age of twenty-one years and violating prior
Stipulation Agreement dated January 15, 2020.
Judge Hueser approved the findings, conclusion, and order, accepting the stipulation agreement as
presented for Wing & Tong, Inc., dba Masa Hibachi, 2400 East Harmony Road, Suite 102.

Show Cause Hearing for Do It, LLC, dba
West End Pub, 1119 West Drake Road, Suite C-29,
Stipulation Agreement Approved
David Wentz, representative for Do It, LLC, dba West End Pub, stated they has agreed to the terms
of the stipulation agreement.
Assistant City Attorney Scurlock reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 15 day suspension, 5 days served ($718.82 fine paid in lieu of suspension), with 10 days
held in abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(a) – to sell,
serve to a visibly intoxicated person, Colorado Liquor Rules 47-900(A) Conduct of Establishment,
and City of Fort Collins Municipal Code 3-81 – Report of Disturbances.
Judge Hueser approved the findings, conclusion and order, accepting the stipulation agreement as
presented for Do It, LLC, dba West End Pub, 1119 West Drake Road, Suite C-29.
Show Cause Hearing for S & C Investments, Inc., dba
Crystal’s Liquor, 356 East Harmony Road, Unit #6C,
Stipulation Agreement Approved
Sapan Kapoor and Vishal Kapoor, representative for S & C Investments, Inc., dba Crystal’s Liquor,
stated he has agreed to the terms of the stipulation agreement.
Assistant City Attorney Scurlock reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 15 day suspension, 5 days served ($4298.23 fine paid in lieu of suspension), with 10 days
held in abeyance for one year for violating City of Fort Collins Municipal Code 3-81 – Report of
Disturbances.
Judge Hueser approved the findings, conclusion and order, accepting the stipulation agreement as
presented for S & C Investments, Inc., dba Crystal’s Liquor, 356 East Harmony Road, Unit #6C.
Temporary Modification of Premise Application from
Blue Agave Grill, LLC, dba Blue Agave Grill,
201 South College Avenue, Approved
Brenda Lucio, representative for Blue Agave Grill, LLC, dba Blue Agave Grill, briefly described the
proposed temporary modification of premise. She stated this new area will not be used to store
alcohol; all cocktails will come from the main restaurant. Ms. Lucio stated that patrons will only have
access to this new area from the current licensed premises.
Judge Hueser approved the temporary modification of premise application from Blue Agave Grill,
LLC, dba Blue Agave Grill, 201 South College Avenue.

Temporary Modification of Premise Application from
Ratso Rizzo, Inc., dba Trailhead Tavern,
148 West Mountain Avenue, Approved
Eric Flashner, representative for Ratso Rizzo, Inc., dba Trailhead Tavern, briefly described the
proposed changes. He stated he has been in contact with the City’s Engineering Department and
anticipates approval in the following weeks.
Judge Hueser approved the temporary modification of premise application from Ratso Rizzo, Inc.,
dba Trailhead Tavern, 148 West Mountain Avenue.
Manager Registration Application from the City of Fort Collins, dba
Northside Aztlan Community Center, 112 East Willow Street, Approved
Marc Rademacher, manager applicant, stated that the City has contracted with Black Tie to serve
alcohol at events booked at Northside Aztlan Community Center. He stated if there was a liquor code
violation that it would void the contract.
Judge Hueser approved the manager registration application from the City of Fort Collins, dba
Northside Aztlan Community Center, 112 East Willow Street.
Manager Registration Application from the City of Fort Collins, dba
Fort Collins Senior Center, 1200 Raintree Drive, Approved
Lauren Binder, manager applicant, stated that the City has contracted with Black Tie to serve alcohol
at events booked at the Fort Collins Senior Center, 1200 Raintree Drive.
Judge Hueser approved the manager registration application from the City of Fort Collins, dba Fort
Collins Senior Center, 1200 Raintree Drive.
Manager Registration Application from
Rocky Mountain Restaurant Group, Inc., dba
Urban Egg A Daytime Eatery, 230 South College Avenue, Approved
Jamie Brown, manager applicant, stated that any employee found in violation of the liquor code would
be immediately terminated and that they have recently passed a compliance check. She stated they
have a TIPs trainer on staff. Ms. Brown briefly described her employment background.
Judge Hueser approved the manager registration application from Rocky Mountain Restaurant Group,
Inc., dba Urban Egg A Daytime Eatery, 230 South College Avenue.
Transfer of Ownership Application from Surprise Valley, Ltd., dba
Garlic Knot, 2601 South Lemay Avenue, Unit 30, Approved
Stephen Madden, representative for Surprise Valley, Ltd., briefly described his employment
background and that any employee found in violation of the liquor code would be immediately
terminated.

Judge Hueser approved the transfer of ownership application from Surprise Valley, Ltd., dba Garlic
Knot, 2601 South Lemay Avenue, Unit 30.
Transfer of Ownership Application from Nepal Ventures, LLC, dba
Uptown Liquors, 1833 South Harmony Road, #3, Approved
Kris Hoeltgen, attorney representing Nepal Ventures, LLC, stated her client, Prem Ayer, is available
for questions. Mr. Ayer stated has experience with the sale and service of alcohol and that he recently
completed TIPs training. Mr. Ayer stated all employees will be required to complete TIPs training
before being allowed to sell alcohol. He stated he does not accept vertical or electronic IDs.
Judge Hueser approved the transfer of ownership from Nepal Ventures, LLC, dba Uptown Liquors,
1855 South Harmony Road, #3.
Transfer of ownership from B2W, LLC, dba
Ryan’s Sports Grill, 925 East Harmony Road, Approved
David McClelland, representative for B2W, LLC, stated he has managers with 15 years’ experience
running Ryan’s Sports Grill and that he has recently completed TIPs training. He stated an employee’s
violation of the liquor code will be reviewed on a case-by-case basis.
Judge Hueser approved the transfer of ownership from B2W, LLC, dba Ryan’s sports Grill, 925 East
Harmony Road.
New Application from Pinball Jones, LLC, dba
Pinball Jones, 107 Linden Street, Approved
AND
Manager Registration Application from Pinball Jones, LLC, dba
Pinball Jones, 107 Linden Street, Approved
Kim Jones, representative for Pinball Jones, LLC, was sworn. Ms. Jones stated she currently has a beer
and wine license and that all employees are TIPs trained. Aidan Lancaster, manager applicant, briefly
described his background in the sale and service of alcohol. He stated each liquor code violation will
be reviewed.
Mr. Lancaster briefly described the petitioning process, stating they did not receive any negative
comments for this change from a beer and wine license to a tavern liquor license.
Judge Hueser adopted Resolution 2021-001 approving a tavern liquor license application from Pinball
Jones, LLC, dba Pinball Jones, 107 Linden Street.
