LIQUOR LICENSING AUTHORITY MINUTES
Regular Meeting. – October 21, 2021

A regular meeting of the Liquor Licensing Authority was held October 21, 2021, in Municipal Court,
215 North Mason Associate Judge Brown presiding.
Secretary’s Note: All applications were heard via Zoom.

Liquor Enforcement Update
Liquor Enforcement Officer Ripsam stated Fort Collins Police Services conducted random
compliance checks:
October 7, 2021, visiting 11 liquor licensed establishments of which 4 served the underage
operative: a failure rate of 36.36%.
Liquor Enforcement Officer Ripsam stated that the overall failure rate is now 18.18% so far for 2021.

Stipulation Agreement Accepted
Faiq Majeed, representative for T.J. Majeed, Inc./7-Eleven, Inc., stated he has had an opportunity to
review the stipulation agreement and has agreed to the terms.
Assistant City Attorney Scurlock reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 15-day suspension, 5 days served (paid $500 fine in lieu of suspension), with 10 days held
in abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the
service of an alcoholic beverage to a person under the age of twenty-one years.

Deb Campbell, representative for JACKNGC, LLC, stated she has had an opportunity to review the
stipulation agreement and has agreed to the terms.
Assistant City Attorney Scurlock reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 15-day suspension, 5 days served (paid $500 fine in lieu of suspension), with 10 days held
in abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the
service of an alcoholic beverage to a person under the age of twenty-one years.

agreed to a 15-day suspension, 5 days served (paid $1726.34 fine in lieu of suspension), with 10 days
held in abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I)
prohibiting the service of an alcoholic beverage to a person under the age of twenty-one years.

Rob Baum, Antonio Race and Amalia Mason, all representatives for Ciao Vino Fort Collins, with Mr.
Baum briefly described the proposed modification. He stated it is for two tables to be added to the
patio at the front of the restaurant.
Judge Brown approved the modification of premise application from Ciao Vino Fort Collins, dba
Ciao Vino, 255 Linden Street.

Samuel Jupiter, manager applicant, stated he has been in the hospitality industry for several years. He
briefly described the training required of employees that sell and serve alcohol.
Judge Brown approved the manager registration application from Brinker Restaurant Corporation,
dba Chili’s Hamburger Grill & Bar, 3524 South College Avenue.
Transfer of Ownership Application from Rio Grande Mexican Restaurants, Inc., dba
Rio Grande Mexican Restaurant, 1255 South College Avenue, Approved
Patrick McGaughran, representative for Rio Grande Mexican Restaurants, Inc., briefly described his
background in the restaurant business. Derek Stoldt, registered manager, stated that if any employee
found in violation of the liquor code is immediately terminated.
Judge Brown approved the transfer of ownership application from Rio Grande Mexican Restaurants,
Inc., dba Rio Grande Mexican Restaurant, 1255 South College Avenue.
Transfer of Ownership Application from Aldretex, Inc., dba
287 Craft Spirits, 5846 South College Avenue, Approved
Carl Ream, attorney representative for Aldretex, Inc., stated his client is available to answer questions.
In response to questions from Mr. Ream, Raul Aldrete stated he has been in the liquor business for 1
year. He described what type of id’s he would accept as proper identification. Mr. Aldrete stated any
employee found in violation of the liquor code will be immediately terminated.
Judge Brown approved the transfer of ownership from Aldretex, Inc., dba 287 Craft Spirits, 5846
South College Avenue.
Other Business
Judge Brown adopted the 2022 Liquor Licensing Authority Hearing Schedule.
