IN PERSON Public Participation: Individuals who wish to address the Planning & Zoning Commission in person may attend the meeting located in City Council Chambers at City Hall, 300 Laporte Ave. The Chair will ask participants to queue at the podium to indicate you would like to speak at that time. You may speak when acknowledged by the Chair. Documents to Share: If residents wish to share a document or presentation, City Staff needs to receive those materials via email by 24 hours before the meeting. Please email any documents to smanno@fcgov.com. Provide Comments via Email: Individuals may participate by emailing comments to smanno@fcgov.com at least 24 hours prior to the meeting. If your comments are specific to any of the discussion items on the agenda, please indicate that in the subject line of the email. Staff will ensure your comments are provided to the Commission. Planning and Zoning Commission Page 2 October 20, 2022 • PUBLIC PARTICIPATION Individuals may comment on items not specifically scheduled on the hearing agenda, as follows: • Those who wish to speak are asked to sign in at the podium if they are in person • The presiding officer will determine and announce the length of time allowed for each speaker. • Each speaker should state their name and address and keep their comments to the allotted time. • Any written materials should be provided to the Secretary for record-keeping purposes. • In person participates will hear a timer beep once and the time light will turn to yellow to indicate that 30 seconds of speaking time remains and will beep again and turn red when a speaker’s time to speak has ended. • CONSENT AGENDA The Consent Agenda is intended to allow the Planning and Zoning Commission to quickly resolve items that are non-controversial. Staff recommends approval of the Consent Agenda. Anyone may request that an item on this agenda be “pulled” for consideration within the Discussion Agenda, which will provide a full presentation of the item being considered. Items remaining on the Consent Agenda will be approved by the Planning and Zoning Commission with one vote. The Consent Agenda generally consists of Commission Minutes for approval, items with no perceived controversy, and routine administrative actions. 1. Draft Minutes for the P&Z August Regular Hearing The purpose of this item is to approve the draft minutes of the August 18, 2022, Planning and Zoning Commission hearing. 2. Active Modes Plan PROJECT DESCRIPTION: The Active Modes Plan combines the City’s 2011 Pedestrian Plan and 2014 Bicycle Plan and incorporates micromobility devices such as scooters and skateboards. The plan identifies key opportunities to significantly improve and expand the City’s active modes networks, support facilities, policies and programs. The Active Modes Plan was available for public comment July 25- August 24. The project team is currently working to incorporate feedback received from the public into the plan in preparation for an October 25 City Council work session. City Council is scheduled to consider adoption of the Active Modes Plan in December. Lofts at Timberline Addition of Permitted Use (APU) PROJECT DESCRIPTION: This is a request for Addition of a Permitted Use (APU) to add ‘Personal and Business Service Shops’ as an allowed use in the recently built Lofts at Timberline industrial flex space building in the Timberline Center Industrial Park. Project #APU220001. The Planning and Zoning Commission is the decision maker on this APU. The APU request is being processed in conjunction with a Minor Amendment of the Planning and Zoning Commission Page 3 October 20, 2022 approved development plan. Minor Amendments are reviewed administratively by staff. The Minor Amendment would consist of adding the use to the listing of land uses on the site plan cover sheet for the Lofts at Timberline plan set. APPLICANT: Keith Meyer 2133 S. Timberline Rd.
