I am contacting you in support of Brian Carnahan regarding Appeal BDR220001.
I truly hope the board can see this for what it is. This is a simple replat requested by an upstanding community member
who has used an incredible amount of their time, energy and money to increase the value of all three of the homes he
owns (including his own) and therefore increase the value of all adjacent homes as well. As a homeowner two houses
down from this property, I am incredibly grateful for all they have done to better our neighborhood. This small shifting
of a property line is obviously not detrimental to the public good, does advance the purpose of the Land Use Code and
definitely meets the standard equally well or better.

Rebecca,
Good morning. We would like to express our full support for the 3006 Rockborough Court Replat. We
live at 3000 Rockborough Court, which borders 3006 to the south and also borders 2937 Eindborough Drive to
the east. My wife Amy and I have owned and lived in this house for 22 years. In the last few years, we have
personally witnessed the enormous amount of work that Amy and Brian have put into the two houses directly
behind our backyards along with their own property over the years. Their efforts to improve these houses,
yards, and fences have undoubtedly increased the value of everyone’s home and the neighborhood overall.
Last year, Brian and Amy shared with us their plans to adjust the lot line to match the new fence location. Even
though our own property lines are not affected, our property was surveyed and reflected on the plat. I was
happy to assist Brian and the surveyor in that effort as I believe the new property line locations are a big
improvement. We fully support his proposal exactly as it is drawn, and we are grateful for the Carnahans and
their continued efforts to improve the neighborhood.

lived here going on 6 years and since Brian and Amy have bought the properties next to me they have made vast

add value to me living at this property.

We would like to state our full support for the proposed replat of 3006 Rockborough by Brian Carnahan. We live few
houses from Rockborough on Centennial and have owned this property for 20 years. We do not believe that this replat
would have a negative effect on our property value and have no concerns with the proposal. We are in the process of a
major renovation to our home and support our neighbors who wish to make improvements to their properties; we
believe that our neighborhood benefits aesthetically and in value by owners who are committed the improvement of
their property.

Thank you for answering all of my questions and concerns so completely.
I also did my own research on Zillow and Google Earth:

With your explanations, the attached drawing, and the research I did on line, the re-plat request makes
more sense, and is more understandable.
Accordingly, I have no objection to the proposed action, and therefore I do not plan on making any formal
comments during the two week comment period:

unit behind the existing house at 3006 Rockbourgh (making that lot a multiple dwelling lot)?
a.The proposed replat and subsequent enlargement of the lot for 3006 Rockborough
would not enable the owners to establish a second dwelling unit in the backyard.
Currently, the City of Fort Collins does not allow multiple single-family dwellings on
the same lot in the RL zone district. Additionally, a new lot for a second dwelling
would not feasibly be able to meet the various requirements in the RL zone district
for minimum lot size (at least 6,000 square feet), minimum lot width (at least 60 feet),
vehicular access off of Rockborough Ct, etc. The City has received requests in the
past to consider the addition of a second dwelling (aka accessory dwelling unit) for
lots in the RL zone district, but the City is not supportive of such proposals in this
zone district.

3. Or, (if approved), would the re-plat merely provide a larger, and more useable back yard for the

a. Yes, that is the desired outcome and intent of the replat.

I just received your very informative letter about the subject action, and the two week comment period
which is now open. I own the property at 3012 Rockbourgh Court in Fort Collins, which is next door to the
subject property. I live out of state, and I have no prior knowledge about this requested re-plat.
Therefore, I would like to ask a few basic questions, so I can better understand how the re-plat will
change things next door to my property. This will allow me to better understand the situation, so I can
adequately decide if I would like to make a formal comment (or not), to you considering this proposed
administrative re-plat action. I very much appreciate your time and expertise and any additional
information you may be able to provide me.
Questions:
1. If you can, would you please e-mail me a copy of any drawing you may have that would show at least a
general idea of where the proposed new property lines would be (for all three lots in this re-plat request).
Your letter notes that the three properties in question are within the Low Density (RL) zone district. I am
not familiar with the specific restrictions of the RL zone. The next two questions deal with what is and is
not allowable within the RL zone, as it relates to this re-pat request.
2. Would the proposed re-plat which increases the size of the lot at 3006 Rockbourgh (by about one third
by my rough estimates), and the RL zoning rules, allow the owner(s) to add a second housing unit behind

I received the request for comments on 3006 Rockbrough Court Replat #BDR22001. As I reviewed it I
can only suggest that, in its present form, it be disapproved or at minimum returned for clarification.
As written:
1. It mentions enlarging the lot 3006 Rockbrough Ct to 11,300 sq ft. but it does not state what
the current lot size is, thus how much of an enlargement this represents.
2. It makes no mention of how much the other 2 lots will be reduced to allow this enlargement.
3. The map appears to only show the current shape of the lots, but it is difficult to see how the
3006 lot was enlarged without creating some really weird boundary lines, that could only
reduce the value of the lot. It might not be a problem under single ownership, but you have
to anticipate the eventual changing of ownership and possible sale to three individuals which
would find the weird property lines a distraction.
4. There was no rational give for the Replat. I would think that would be included in the
presentation.
For these reasons I feel the application in incomplete and needs to be turned down, with the
possibility to resubmit in a more complete form.
