We would like to express our full support for the 3006 Rockborough Court Replat. We live at 3000 Rockborough Court, which borders 3006 to the south and also borders 2937 Eindborough Drive to the east. My wife Amy and I have owned and lived in this house for 22 years. In the last few years, we have personally witnessed the enormous amount of work that Amy and Brian have put into the two houses directly behind our backyards along with their own property over the years. Their efforts to improve these houses, yards, and fences have undoubtedly increased the value of everyone’s home and the neighborhood overall.   Last year, Brian and Amy shared with us their plans to adjust the lot line to match the new fence location. Even though our own property lines are not affected, our property was surveyed and reflected on the plat. I was happy to assist Brian and the surveyor in that effort as I believe the new property line locations are a big improvement. Currently, the City of Fort Collins does not allow multiple single-family dwellings on the same lot in the RL zone district. Additionally, a new lot for a second dwelling would not feasibly be able to meet the various requirements in the RL zone district for minimum lot size (at least 6,000 square feet), minimum lot width (at least 60 feet), vehicular access off of Rockborough Ct, etc. The City has received requests in the past to consider the addition of a second dwelling (aka accessory dwelling unit) for lots in the RL zone district, but the City is not supportive of such proposals in this zone district. I own the property at 3012 Rockbourgh Court in Fort Collins, which is next door to the subject property. I live out of state, and I have no prior knowledge about this requested re-plat. Therefore, I would like to ask a few basic questions, so I can better understand how the re-plat will change things next door to my property. This will allow me to better understand the situation, so I can adequately decide if I would like to make a formal comment (or not), to you considering this proposed administrative re-plat action. I very much appreciate your time and expertise and any additional information you may be able to provide me. Questions: 1. If you can, would you please e-mail me a copy of any drawing you may have that would show at least a general idea of where the proposed new property lines would be (for all three lots in this re-plat request). Your letter notes that the three properties in question are within the Low Density (RL) zone district. I am not familiar with the specific restrictions of the RL zone. As I reviewed it I can only suggest that, in its present form, it be disapproved or at minimum returned for clarification. As written: 1. It mentions enlarging the lot 3006 Rockbrough Ct to 11,300 sq ft. but it does not state what the current lot size is, thus how much of an enlargement this represents. 2. It makes no mention of how much the other 2 lots will be reduced to allow this enlargement. 3. The map appears to only show the current shape of the lots, but it is difficult to see how the 3006 lot was enlarged without creating some really weird boundary lines, that could only reduce the value of the lot. It might not be a problem under single ownership, but you have to anticipate the eventual changing of ownership and possible sale to three individuals which would find the weird property lines a distraction. 4. There was no rational give for the Replat. I would think that would be included in the presentation. For these reasons I feel the application in incomplete and needs to be turned down, with the possibility to resubmit in a more complete form. Thank you for your consideration.
