HUMAN RELATIONS COMMISSION
Regular Meeting – Virtual
July 14, 2022, 5:30‐7:30pm
CALL TO ORDER
● The meeting was called to order at 5:31pm by Chair Beth Jaeger.
ROLL CALL
● Present: Beth Jaeger Fabiola Pascual Luna
Barb Kistler Masood Ahmad
● Staff Present: Rachael Johnson
● Public Participation: Torin Kaletsky
● Only four HRC members present; therefore, there is not a meeting quorum and
no votes can be taken.
APPROVAL OF MINUTES
● The approval of the June 9th HRC minutes will be postponed to August due to a
lack of a quorum.
BUDGET REVIEW
● Beth asked Rachael to explore whether a year-to-date budget report can be
secured from the City so that the HRC can determine the best use of its annual
budget.
NEW BUSINESS
● There was an opportunity for Beth and Barb to record a 30-minute show for
KRFC’s Thursday night program – “Faith in Progress.”
o Will be broadcast next Thursday night, July 21st at 7:00pm (available as
podcast later).
● Other new business will be postponed to the August meeting.
COMMITTEE REPORTS
Education Committee:
● Discussion of “This Thing We Call Bias” training post-program questions for
participants.
o Potential questions
▪ “How did you hear about today’s workshop?”
▪ “What other topics would you like to see the HRC address?”
▪ “How do you see yourself applying the information learned during
this training?”
▪ “What is your zip code?”
● Provide justification for this question
● See who is being reached throughout the city
● How is this used? – change the site of the meeting?
● May not be necessary – question 1 may already cover this
▪ “What did you think of the program?”
● Rating scale
● Gathering actionable data – how to improve
● “What can we do to improve this program?”
▪ “Do you have any additional comments?”
o Paper copy and Google Form
▪ Potential technological limitations with Google Form / QR Code
o Fabiola will send the final draft of the questions to the HRC for review and
feedback.
● Event Details
o Providing food
▪ Requesting an exception to be able to pay with P-Card instead of
with a check after the fact.
o Preferred language
▪ Five so far have requested Spanish interpreter.
o Asked CPIO (City Public Information Office) to turn off registration.
▪ At 74, currently still on – stop July registrations at 80
▪ Two ballrooms
● See if third room is available
● 3 were required for previous event with 130
▪ Food – planned for 65
● Will be trying to bump up to 70
▪ Fabiola, Barb, Beth, Rachael will be present
▪ Setup at 4:30pm
▪ Confirmation email will be sent out to registrants on Monday, July
18th
▪ 32 registered for October so far
▪ Need to confirm Apple computers will work well
● PC will be better – check one out
▪ Copies of the PowerPoint after the meeting
● Send emails to those who want it
o Or to everyone? – already have emails
● A few paper copies will be available
● Human Library Program
o Library and Discovery Museum will formally partner with HRC.
o Beth, Fabiola, Barb, Rachael will be part of the planning committee.
▪ One or two from library, one or two from museum
▪ Major program decisions will be brought to the HRC
▪ January 26th or February 16th as potential dates
● There is a slight preference for the February date
o Unofficial vote: 2 for February, 3 no Preference
● Must be finalized by August
● Community Recognition Committee
o Ensure mayor and city council are available for Tuesday, December 6th
Human Relations Awards Program
o Last year
▪ Very light appetizers
▪ Moved to council chambers for program
o Beth will bring a 2022 Awards Program work plan to the August meeting
for review.
● Government Relations
o Exploring updating non-inclusive, outdated non-discrimination language
▪ Both in City brochures and in actual City code
o Discussions will be moved to August HRC meeting
o Looking for subcommittee to meet – target July 26th between current July
and August meetings
● Executive
o Resident contacted Beth to recommend that the HRC advocate to City
Council to establish stricter gun control legislation in Fort Collins similar to
Boulder, Lafayette, Louisville and Superior.
o Beth will contact Mayor Pro-Tem Emily Francis and Senior City Attorney
Jenny Lopez Filkens to explore how the HRC might advocate for this
issue.
o Will need to make connection to the HRC’s mission.
