5. APROVAL OF MINUTES – March 30, 2022
Ms. Bauer moved to accept the minutes
Ms. Shuff seconded.
Unanimously approved. Ms. Barnes not present.
6. BUSINESS, PRESENTATION, OR DISCUSSION:
A) LAPORTE BRIDGES PRESENTATION
Ms. Martin presented the project. Tim Sellers from Engineering is the Project Manager
but couldn’t attend. Two canal bridges between Grandview Avenue and Taft Hill Road
are to be replaced along with bike and pedestrian improvements to the street. The
bridges will be similar in style to the stone bridges in City Park. This project is on a
fast timeline construction starting this fall.
Ms. Chase moved because of the short timeline we should go to the pre -approved list
for this project
Ms. Barnes seconded
Unanimously approved
B) LAPORTE CORRIDOR PRESENTATION
Ms. Martin presented the project. Tim Sellers from Engineering is the Project Manager
but couldn’t attend. The project will add multi-modal improvement between Fishback
and Sunset. There will be raised bike lanes. This project is early in the process with
design to be completed in early 2023 and construction in spring of 2024.

Ms. Barnes moved for an open call for a Colorado artist
Ms. Bauer seconded
Unanimously approved
C) PEDESTRIAN PAVER SUBMISSION REVIEW
Ms. Martin reviewed the selection process. JD McCune from Purchasing, Phillip
Martinez from Streets, Dillon Willett from Engineering were present to help with
selection. There was a tie breaker for alternates.
Ms. Shuff moved to accept the 15 pedestrian paver designs and three alternates to be
made into pavers.
Ms. Barnes seconded
Unanimously approved
D) POUDRE RIVER PUBLIC LIBRARY MURAL DONATION PRESENTATION
Ms. Martin presented the project, which will be like the Rafael Lopez community mural
project with the Poudre River Library District in 2011. APP will partner with the library
to facilitate painting and offer a City location for the mural. There is a shipping
container to be installed on the west side of the Northside Aztlan Community Center
to house equipment. The mural will be painted on the container. Painting is plann ed
for September 15–18 to kick off the Library District’s Hispanic Heritage Month
celebrations.
Ms. Hatchette moved we move forward with the project

7. STAFF REPORT
Ms. shared highlights with the APP board. The report will be emailed to the board.
8. OTHER BUISNESS
Ms. Davies brought up the art projects on Willow and Linden and how that area of
town is impressive. Ms. Davies asked about the Linden Street improvements. Ms.
Martin shared that the artist has left that project and the money has switched the
funding to other projects. Ms. Davies suggested adding the funding to drawing
attention to safe crosswalks. Ms. Chase mentioned the intersection of College,
Laporte, and Pine as also being dangerous. Ms. Martin said staff will send information
about Access Fort Collins to bring issues to the City. There was a discussion about
the longevity of painting streets.
