Today at the worksession, the Commission requested that [Chuck the engineer] be present (Zoom in). They might want  more information about the 20’ vs 13’ pole height along the edges. That is fine, please forward the meeting invite once it  is available. Please send my responses to staff and have whomever, needs additional information call me so that I can try  and address their questions or concerns. I would prefer knowing what additional information they are looking for with  regard to the 13’ vs 20’ pole lights prior to the meeting so that I can prepare accordingly.   ITEM 4, LIGHTING G2 RATING MODIFICATION 2   They asked for a  location that clearly shows where the light poles are, which is easy, I think this page attached does  that. See the attached [Photometric Plan with G2 Fixtures]  for the latest proposed pole lighting fixture layout.     They also said they want to know what it looks like to neighbors, and would like to see renderings of what it looks like.  That I do not really understand – just passing along the request. I do not have a “rendering” program, so I cannot provide  an actual rendering. I con only provide a 3‐D view of the photometric model as pictured below. Bottom line is both  layouts meet the City’s Lumen/SF allotment so from an illuminance standpoint they will both look the same to the  neighbors. In my opinion, having 13’ poles on 30’ spacings is more distracting and less aesthetically appeasing  than 20’  poles on 60’ spacings. – as shown on the 3‐D images.    In addition, I went over the new LUC again and determined that there are (2) scenarios  accounted for in the Maximum  Allowable Glare Ratings. One for fixtures that are “not ideally oriented” and one for fixtures that are “ideally oriented”.  As you can see from the distribution patterns on the attached sheet E1.02 we are dealing with fixtures that are all  “ideally oriented” or are more than 2‐mounting heights from the property line. This allows for a “G1” rating across the  site.     Having a maximum of a “G1” rating is the most restrictive part of the new LUC. (See attached Light Fixture Catalog)…… I  highlighted the only fixtures of all the configurations available that comply with the “G1” rating so you can see what we  are dealing with). This is fine for “normal” parking‐lots, but, in my opinion is too restrictive for auto‐sales dealerships.  Auto‐sales dealerships should be allowed to use “G2” rated fixtures.  The lumens/SF restriction keeps any form of “G2”  listed fixture from turning into a “Glare‐Bomb”.    With all of that noted only a portion of the “P5 BLC 20’” we are wanting to use  is over the “G1” threshold and my  contention is you will not be able to physically perceive a difference for this specific fixture.     In summary we are looking for approval to use the “P5 BLC 20” with a “G2” rating in lieu of the allowed “G1” rating per  Table 3.2.4‐4……. All other regulation of the new LUC have been met. I am concerned that the following topics were raised at the last public neighborhood meeting on the project but they are not addressed in the Development Review Staff Report: 1) The planned construction of a 160 car parking lot involves construction of a detention pond in the 100' buffer zone around a Natural Habitat. This clearly defeats the purpose of the buffer zone and potentially could severely impact the natural environment. This needs to be addressed considering that the developer is requesting a zoning variance. 2) At the neighborhood meeting several residents expressed the desire to include pedestrian / cycle access through the development project that would connect the Skyview neighborhood with the Fossil Ridge trail. But the current plan doesn't address this issue and the Development Staff don't address the issue in the report. In fact the report describes the area as "car centric" and there is no mention of improved pedestrian access. 3) In the green buffer zone to be developed south of the proposed 160 car parking lot, residents expressed a wish for this area to be made accessible (not fenced) to residents but there was no response to this. The owner has a record of placing fences to keep pedestrians off of his property so we are rightfully concerned about this.
