CITIZEN REVIEW BOARD (CRB)
REGULAR MEETING
Wednesday, March 9, 2022 at 5:30 p.m.

1. CALL TO ORDER – Melissa Rosas – 5:31pm
2. ROLL CALL
a. Present: Elizabeth Grant, Mark Partridge, Shamera Loose, Melissa Rosas,
Sally Lee, Allison Dineen, Todd Newhouse
b. Board Members Absent: none
c. Staff Members Present: Adam McCambridge (FCPS), Kim Cochran (FCPS)
Christine Macrina, Jenny Lopez- Filkins, Chief Swoboda (FCPS), Sara Lynd

3. AGENDA REVIEW
Message from Chief Swoboda: even when cases come back with no change of status
upon review, they continually do internal review of policy to ensure that things that may
need to be done differently in the future, are.
4. CITIZEN PARTICIPATION – none
5. APPROVAL OF MINUTES
a. Motion to approve by Mark, second by Shamera. Unanimous
b. Motion to approve subcommittee PSU2022-047 minutes by Elizabeth, second
by Mark, Unanimous approved within subcommittee participants
6. UNFINISHED BUSINESS
a. CRB notifications of new voicemails go to the CRB email. Shamera will be
added to access the email account to access those.
7. NEW BUSINESS
a. Voicemail: none
• Christina will follow up and advise CRB about notifications for voicemail

8. BOARD MEMBER REPORTS
a. none
9. OTHER BUSINESS
a. Allison would like CRB final reports to be shown on the CRB website, Melissa
will follow up.
• Mark idea: Past decision memos could list decisions without necessarily
needing to enter a case number (which is what is needed through clerks
office)
b. Melissa may look into a manual for CRB members
Mark will bring an old copy to next meeting
• Manual is in the process of being updated per Christine
• Jenny points out CRB Bylaws guide all processes
• City Council’s ordinance removes use of some Bylaws by boards and
commissions, will need to address this at upcoming meeting
