HUMAN RELATIONS COMMISSION
Regular Meeting – Virtual
June 9, 2022, 5:30‐7:30pm
CALL TO ORDER
The meeting was called to order at 5:35pm by Chair Beth Jaeger.

Beth reported that Eli Foltz will no longer be serving as our meeting recorder as he
recently graduated from high school and will be pursuing new career opportunities. On
behalf of the HRC, Beth thanked Eli for his wonderful service and wished him the best
on all his future endeavors.
AGENDA REVIEW
No changes were made to the meeting agenda.
APPROVAL OF MINUTES
May 12, 2022 meeting minutes: Oscar motioned to approve; Barb seconded; approved
6‐0.
May 23, 2022 meeting minutes: Fabiola motioned to approve; Barb seconded;
approved 6‐0.
BUDGET REVIEW
The HRC’s annual budget is $5,900. At this time, the following estimated expenses are
earmarked for 2022: $2,000 for two “This Thing We Call Bias” trainings; $1,500 for HR
Awards Program; $500 for meeting recorder. It is anticipated that the HRC may incur
some costs in 2022 for the “Human Library” program to be offered in 2023.
NEW BUSINESS
Discussion re: Advancing Housing Equity in Fort Collins
o The following housing leaders participated in this discussion re: advancing
housing equity and mitigating the negative impacts of homelessness in our
community: Brittany Depew, City of Fort Collins Homelessness Response &
Solutions Lead Specialist; Meaghan Overton, City of Fort Collins Housing
Manager; David Rout, Executive Director of Homeward Alliance; John Singleton,
Chair of the Affordable Housing Board; and Bob Pawlikowski, Vice Chair of the
Affordable Housing Board. All were requested to describe the services provided
by their respective organizations.
o Meaghan indicated that the City’s housing strategic plan is focused on achieving
stable, healthy and affordable housing for all.
o Brittany stated that the City’s vision is to make homelessness rare, brief and non‐
recurring.
o David described the broad range of services provided to unhoused residents by
Homeward Alliance and the reliance on staff and 1,000 volunteers to deliver
those required resources.
o John and Bob reported that the Affordable Housing Board provides City Council
with advice and information related to housing issues in our growing community.
o When asked how the HRC can support their collective work, it was
recommended that the HRC “show up” to advocate for proposals related to
affordable housing and homelessness issues. And, if HRC members have
concerns about specific proposals, reach out directly to housing leaders to talk
through issues.
Proposal re: Networking with DEI‐Focused Community Organizations
o Barb and Beth will bring a proposal to the July HRC meeting regarding potential
networking with “like minded” organizations focused on DEI. The purpose of this
outreach is to better understand the scope of DEI work in Fort Collins and
explore possible collaboration.
OLD BUSINESS
Committee Reports
o Education Outreach: Fabiola
The “This Thing We Call Bias” program is scheduled for July 28th and
October 19th at the Senior Center. A light meal will be served from 5:00‐
5:30pm, followed by the program from 5:30‐7:30pm.
Fabiola and Barb will meet with Claudia’s assistant, Melanie Clark,
regarding catering.
The CPIO will finalize the promotional flyer and manage registration.
Interpretation and child care services are still to be determined.
Fabiola is connecting with business associations to strategically market
the program to workplace leaders.
Fabiola is creating a survey to be provided to training participants for
program feedback. The HRC and the City’s Attorney Office (Jenny Lopez
Filkins) will review the survey draft.
In regard to the “Human Library” program, Barb reported that we have
yet to hear back from the organization’s Denmark headquarters about
the HRC’s application.
At this time, January 26, 2023 or February 16, 2023 are targeted program
dates depending on required preparation time and site availability.
Barb has met with the Discovery Museum leaders and they want to be a
program co‐sponsor. And, Barb will be meeting with the Poudre Library
District to also explore co‐sponsorship.
o Media/Community Recognition Committee
Beth reported that the 2022 HR Awards Program will be scheduled for
either December 6th or December 13th depending on when the City
proclamation re: Human Rights Day will be scheduled. Rachael will check
the City Council schedule to confirm.
Beth and Barb will bring the 2021 program work plan to the HRC’s July
meeting for review and begin discussions about our 2022 program.
o Government Relations: Barb
Barb reported on the June 2nd meeting with Jennifer Kohles, Jenny Lopez
Filkens, Claudia, Rachael, Beth and herself to discuss the City’s non‐
discrimination language.
Barb clarified that residents (not City employees) reporting discrimination
complaints are referred to the State as the City does not have the
resources necessary to investigate and respond to these issues.
There is interest in exploring what resources would be required if the City
was to own the discrimination complaint process.
Therefore, at this point, we need to hold on changing the language to be
more inclusive of impacted populations so that we can first better
understand how such changes may affect the City’s Equity & Inclusion
Office, specifically the process and resources required to respond to
discrimination complaints.
The group will meet again with more information and discuss how we
might move this issue forward effectively and strategically.
o Executive: Beth and Barb
Beth reported that the HRC has three vacancies that, hopefully, will be
filled through the current Board and Commission recruitment process.
Applications may be submitted through June 10th; candidate interviews
will be scheduled in mid‐late June.
Beth also contacted the City Clerk’s office to recommend that Board and
Commission members be included in the candidate interviews – not as
voting members, but as a resource to the candidate and City
Councilmembers. This recommendation will be considered in the future
as the Board and Commission re‐imagining work continues.
ANNOUNCEMENTS
Barb and Oscar attended the Larimer County Commissioners meeting to witness the
Juneteenth and Pride Month County proclamations.
Barb reported that the Larimer County Equity, Diversity and Inclusion Advisory Board
will discuss possible collaboration with the HRC during its June meeting.
Rachael indicated that the City Clerk’s Office requires that the HRC agenda include the
meeting location and Zoom link at the top of the document so that interested parties
can access that information easily.
NEXT STEPS
The HRC meeting scheduled for July 14th will be a working meeting so that adequate
time can be allocated to discuss ongoing projects.
