AGENDA REVIEW Adam Molzer reviewed agenda. The Boards accepted the agenda without modification. 3. INTRODUCTIONS The members of both groups (Affordable Housing Board & Human Services Housing Funding Board) introduced themselves. 4. PRESENTATIONS Beginning at 5:45pm, the five (5) affordable housing applicants conducted presentations for the HSHF and AHB members, each followed by question-and-answer periods. • Housing Catalyst (two presentations) • Neighbor To Neighbor • Habitat for Humanity • Elevation Community Land Trust • CARE Housing 5. PRELIMINARY REVIEW AND DISCUSSION OF AFFORDABLE HOUSING PROPOSALS FOR FUNDING THROUGH THE COMPETITIVE GRANT PROCESS Adam Molzer began by iterating that the discussion goal of the evening will be a “high-level,” collaborative discussion to review six (6) funding applications for affordable housing. The primary goal for individual contributions from both groups and an occasion to gain a better understanding of the perspectives each group brings to the subject matter. DocuSign Envelope ID: 1FF715A8-1B2D-41E1-8743-77DA48428FC4 03/30/202 2 – MINUTES Page 3 • Total requests: Approximately $5M, estimated total funds available: $2.5M • An excess of approx. $300,000 from FY21 has been reallocated to the FY22 grant cycle. • There are three CHDO-eligible projects. CHDO funding totals $110,000. • Board members discussed the impact of other required equity partners (ex. Tax credits) on the readiness of a proposed building project. City staff explained that new construction and rehab development require local commitment to apply for Low-Income Housing Tax Credits (LIHTC). City funding is often the first and last source for new construction and rehab development: receiving City grant funds demonstrates local commitment for housing projects to explore additional sources (such as tax credits) while also allowing developers to return the following year to fill gaps identified to complete the project. • If possible, full funding for housing proposals should be made recommended. Rental projects that are not applying for LIHTC reported having all other funds prepared, except for those requested from the City. These developments would sooner move forward with development. • City grant funds can be award conditionally, based on the award of tax credits. If a proposed project was not able to secure the tax credits needed to proceed, those grant funds would most likely be reallocated to a request made within the same fiscal cycle and that organization who did not receive funds would then be allowed to reapply the following year. • The type of tax credit for which the developer applies can change the likelihood that they receive them. Four percent (4%) tax credits are non-competitive if the developer has been issued their Private Activity Bonds. Nine percent (9%) tax credits are always competitive. • The Kechter Landbank/ Elevation Community Land Trust development is not eligible for fee credits. Those are only available to new construction projects targeting <30% AMI. • City staff will request clarification from Elevation Community Land Trust regarding the number of presold units. • There are not any affordable units that are at risk of being sold to private developers. Both rehabilitation proposals were presented by mission-based nonprofits. To City’s staff knowledge, neither have mentioned selling the affordable units and one property has restrictions that require it to remain affordable housing based on prior funding received. 6. OTHER BUSINESS Adam Molzer noted that the HSHF-Board’s next meeting will be on April 6, 2022 at 5:30pm. The AHB’s next meeting will be on April 7, 2022 at 4:00pm. Amanda McGimpsey resigned from the HSHF-Board as she has recently accepted a position within the Social Sustainability Department at the City. Adam Molzer thanked everyone for their time and energy this evening. 7. ADJOURNMENT Meeting adjourned at 9:29 PM.
