CALL TO ORDER • At 5:32 PM the meeting was called to order by Olga Duvall. 2. AGENDA REVIEW Josh Johnson was unavailable for the first few minutes of the meeting, and therefore Olga Duvall read remote session instructions for the Human Services & Housing Funding Board and public attendees. Adam Molzer reviewed agenda. The Board accepted the agenda without modification. 4. PUBLIC PARTICIPATION None 5. APPROVAL OF MINUTES – February 9, 2022 Regular Meeting Josh Johnson moved to approve the minutes. Pat Hastings seconded approval. Passed unanimously. LEARNING SERIES PRESENTATION Affordable Housing Beth Rosen City of Fort Collins – Grants Compliance & Policy Manager Beth Rosen, Grants Compliance & Policy Manager at the City of Fort Collins, joined the Human Services and Housing Funding Board members for a presentation regarding the City’s housing goals and the evaluation of housing proposals entering the competitive grant process’s alignment with those goals. The presentation offered insight into the different components of a project proposal, including but not limited to the income of the populations being served, funding history, debt service ratio, and total City subsidy per unit. Several board members followed up with clarifying questions to Beth Rosen. 8. NEW BUSINESS a. Grant Funding Protocol  The protocol for the grant funding process was modified last year. The April 6 meeting will provide an opportunity for board members to make any recommended revisions to the deliberation protocol for the 2022 meetings.  Human services and Community Development Block Grant (CDBG) public service applicants will have the opportunity to claim up to 10% of grant awards for indirect or administrative costs. The applicant’s intent to use a portion of funds for this purpose should not be a factor in funding recommendation amounts because it will be permitted for all grant recipients.  CDBG public service applicants are applying for a 3-year grant award. All other Human Services applicants are applying for a 1-year grant award.  The five proposals available for CDBG funds will be evaluated along with the other human services proposals. City staff will be monitoring the deliberations and funding recommendations made by the Board and will determine which will be funded with CDBG vs. City grant funds, as eligible. b. Competitive Process Update  On March 30 at 5:30 pm via Zoom will be the joint meeting with the Affordable Housing Board. The housing applicants will make presentations about their projects, and then there will be time allotted for discussion. No voting will take place.  On April 6 at 5:30 pm this Board will meet to identify follow-up questions regarding the CDBG, housing and human services projects. If in-person, the meeting will be held at the Colorado River Room at the 222 Laporte building.  The scorecards for applications are due at 9am on April 25.  On April 26 at 5:30 pm will be the housing deliberations.  On April 27 at 4:00 pm will be the CDBG public service and human services deliberations.  Estimated funds available for housing applications is approx. $2.5 million, with $4.7 million in requests. Estimated funds available for CDBG public service and human services is $1 million, with nearly $2 million in requests. STAFF REPORTS  There will be a separate grant process in Q2 or Q3 of 2022 for $150,000 in ARPA funding for human services programs.  If in doubt, board members are encouraged to review the application information available in ZoomGrants. City staff worked hard to ensure all errors and discrepancies in the Staff Summary documents were resolved prior to the workbook being distributed, but there is at least one organization who has had to make changes due to a family emergency at the time of application. 11.
