MINUTES
CALL TO ORDER Terry Schlicting called to order at 5:32 on February 17, 2022
1. ROLL CALL & New member Introductions
Present: Terry Schlicting, Scott Winnegrad, Rachel Knox-Stutsman, Becca Heinze, Joe
Tiner, Mandy Morgan, Jeni Arndt, Evan Shockley, Jaclyn Menendez, Linda Drees
Board Members Absent: Marilee Boylan
Staff Members Present: Becca Heinze
Guests: Jim Fellion (community member), Rose Winkler (community member)

Mayor Jeni Arndt
a. Advised a direct line to city council is to write a letter and submit to Claudia
Menendez or Becca Heinze
b. Advised of possible issues or ideas for future discussions
c. Evacuation / City Orders as related to Emergency situation and procedures
d. LINDA: advised of Poudre Fire-Ready Set Go Planning
e. TERRY: Revisit prior discussion of Building Codes, implementation of visibility for
people with disabilities (ie ramps, wider doorways) improving access for disabled .
f. JENNI: will submit questions to be answered regarding implementation of new
building codes.

5. NEW BUSINESS
a. Election
i. Chair,Vice Chair, Historian,Secretary
ii. Position descriptions in Bi-Laws found on website review before election.
iii. Further election discussion in March meeting.
iv. TERRY: Advised he would like a co-chair to help with tasks
v. SCOTT: Open to serving as Vice Chair
vi. RACHEL: Open to serve as Historian
vii. BECCA: Send out link to By-Laws for position review
b. Work Plan planning:
i. Questions for Chief Swoboda (coming in May)
1. BECCA: Continue to send questions to Becca via email (cc Terry).
2. TERRY: Finalize and consolidate questions for submittal by April.
3. LINDA: Should we submit questions to Chief for review prior to
meeting.
ii. Transportation: BFO input & Questions from Transfort:

2. How should materials be presented- fonts, colors, PDF or other?
3. Are any DAB members currently clients of Dial-a-Ride or Dial-A-
Taxi?

Questions and Concerns:
c. LINDA: Does city council have control over Transfort Services?
d. MANDY: Z-Trip how are they compensated for disabled transport?Need a review
of transport contract and held accountable. Problem with people with disabilities
being left or stranded.
e. ROSE: Does City Council have to approve transport contracts?
f. BECCA:Contracts drawn by legal department, reviewed for compliance and then
city manager approves contract.
g. RACHEL: Late night service is too limited, inequitable transportation options for
people with disabilities?

h. ROSE: Disucussion of areas considered outside city limits transports will not pick
up (even though shows serviced on map). Stated she was advised not enough
ridership in her geographical area.
i. TERRY: Shared ridetransfort.com Dial A ride street map service area
j. JACLYN: Service areas on map need to be updated.
k. BECCA: Follow up with transport services regarding updating map and non
serviced areas. Will have conversation with Claudia regarding these issues.
Possible conversation with legal department regarding what power does DAB
have to illicit change.
l. SCOTT: How are city taxes and monies allocated? Importance of Transfort
services being held accountable.
m. LINDA: Adised DAB should alert city council of discrepancies.
n. TERRY: Dial a Taxi not accessible.
6. OLD BUSINESS
a. 2021 Annual Report
Becca submitted no questions
7. APPROVAL OF MINUTES
Will approve at next meeting with quorum
