I want to share our concerns about this development. If this goes through we would hope
you would keep it separate from our neighborhood. No through streets to our
neighborhood . A large burn to separate our neighborhood from the Sun community. Keep
it separate!! We would hope it would be a 55plus community.
We want to keep our neighborhood safe and quiet! No traffic coming through our
neighborhood. So many concerns. Trilby and College are already busy enough . We do not
want the traffic in our neighborhood!!!!!! Very concern about it lower our home value .
Please consider
All our concerns. Do not want it apart of our neighborhood!!!!

Dear Planing Board Members,
I’ve been following the progress of Sun Communities proposed development on 6750 S. College.
Although I am optimistic and supportive of the lower cost of home ownership with this opportunity,
the cost of ownership doesn’t add up to real value and savings.

For purchasing a home, articles suggest the houses will cost about $200k and although the land
lease rate has not been identified, awhile back it was suggested it will be about $750/month. Since
retirement from CSU Facilities, my math skills may have suffered, but $750/month is approximately
$180k in present worth money at a 30 year, 3% mortgage rate. So adding together the purchase
price and the present worth value of land lease, isn’t the true purchase cost more like $380k? And
this is without land lease escalation. And without community fees. Factoring in these costs bring
the real present value of home ownership much higher than the suggested $200k.
I am concerned with the overall Sun Communities model of ownership, i.e. buy your home and lease
their land. This seems so much like trailer park communities that tend to have problems for owners
including lack of control over the ‘property’ and obstacles for resale. We have seen/observed this
throughout the country. And, coupled with average lease rate increases of 2% to 4% that is
controlled by Sun Communities, seems to setup potential failures of the future residents without
much of a true lower cost of purchase/ownership.
Take a look at the Sunflower with land lease costs close to $800/month plus community fees close to
$150/month. I don’t doubt these communities will appeal to people, but it surely doesn’t appear to
be a gateway to affordable housing.
Maybe this proposal needs another look into the net benefit to the future owners. Or at least be
more transparent about the net cost of ownership.

Dear Planning and Zoning Commissioners,
I am writing to inform you about concerns regarding Sun Communities and their management of local manufactured
home communities.
As a resident of Skyline Mobile Home Community, we have seen that important infrastructure repairs have often been
neglected by Sun since it purchased Skyline about six or so years ago. For example, driveways and sidewalks in the older
park have deteriorated to the point that most need some repair or outright replacement. There are a number of
driveways where the concrete has shifted so much that significant trip hazards (one inch or more) exist. Residents in
this senior community have reported tripping on uneven concrete and seeing paramedics, postal workers and others
also trip. Skyline management has been aware of these issues for years, and residents have been given repeated
promises of “you’re on the list for repair” with very limited follow through. When residents would continue asking for a
timeline for repairs, they were often told “it wasn’t in the budget this year”. After being informed by a city staff
member earlier this year that residents could submit complaints to the Buildings department to have their driveways
and sidewalks inspected for issues, 78 residents submitted letters to start the inspection process. Fort Collins Building
Inspection found issues with these and many other sites in Skyline that are in need of repair. As you can see, it wasn’t
until the city stepped in that Sun is now moving forward on repairs. There are other issues that still need to be
addressed in Skyline, but I hope that the commissioners will ask Sun management about its lack of infrastructure
maintenance (until required by the city) and how it will be a better manager of the new Trilby site.

Greetings P&Z Commissioners,
I respectfully encourage you to approve The Foothills PDP, as well as the associated Modification request. I
have been involved with affordable housing development in Fort Collins for nearly 25 years, and most recently
worked on the adjacent Lakeview on the Rise community, as well as two senior affordable communities,
Oakridge Crossing and Cadence.
Providing certified affordable housing in Fort Collins has become increasingly difficult, and rarely consists of
housing types with a yard and no shared walls. Over the past 2 years, our community has gained a much
greater appreciation for manufactured housing as an important "arrow in our quiver" of diverse remedies to
our acute housing crisis. The residents of manufactured housing communities in Fort Collins are often senior
citizens, children, undocumented residents, and working families (often multi‐generational), all critical
members of our social and economic fabric. Personally, I wish Ken Waido was here to see some of his work
finally become important in our community.
The simple fact is that Sun Communities has worked diligently and creatively, and has benefited from excellent
support from City staff. It is nearly impossible to design and develop any housing in Fort Collins without some
form of variance or Modification of Standard, and that is especially true for workforce or affordable housing
developers, who can not compete with the market‐rate or student‐housing developers when buying land.

I will not be able to attend the P&Z meeting on Thursday Oct 21 due to another commitment.
While I am in favor of the affordable housing proposed, I am still very concerned about the impacts of the
additional traffic on Trilby. The additional traffic at the intersection of Debra & Trilby combined with traffic
from 7‐11 concerns me most. I have encountered several almost accidents in the area with the current traffic
involving with left turn vehicles. I cannot even fathom what the area will be like once Debra is opened to not
only the new 200 homes (or a percentage of) but also additional traffic from Lake View on the Rise.
I suspect Trilby will also be affected by the proposed affordable housing at the Heart of the Rockies location as
well as the new developments on Timberline just north of Trilby (for those who need to go west will most
likely use Trilby or Carpenter unless they need to go north).
I assume that I can view the session at a later date.
