Re: Mailed Notification for Development Review

The purpose of this memo is to provide an update on current notification practices for development
review neighborhood meetings and hearings.
Mailed Notification
The Land Use Code requires two week mailed notification to surrounding properties owners prior to any
neighborhood meeting or hearing. The code stipulates an 800- or 1000-foot radius depending on the
type of project.
Mailing lists are created using records from the Larimer County Assessor’s Office. Once a list has been
generated, it can be used for any mailings that occur within a six-month window. Individuals can be
added to mailing lists upon request.
The letter includes basic information about the proposal, and links to important websites and/or
documents related to the project. It also includes contact information for the Development Review
Liaison and the planner on the project.
A sample of a letter used for a neighborhood meeting and a Planning and Zoning Commission hearing is
included in this memo. The yellow highlights indicate project-specific information that is unique for
each letter. A new letter is generated by the planner for each project, and the template for mailed
notifications is updated regularly. The switch to virtual and hybrid meetings necessitated the inclusion
of additional information on how individuals can participate with or without internet, as well as contact
information for those without access to technology. More recent modifications include:
•Addition of information on receiving physical copies of documents to Planning & Zoning
Commission hearing letter.
•Clarification on purpose of neighborhood meeting added to neighborhood meeting letter.
•Addition of link to conceptual review information to neighborhood meeting letter when
relevant.

Postcards have also been used to provide notice for some meetings and events. Postcards have
generally been deployed when a project is well-known in the neighborhood, and/or for additional
neighborhood meetings because there is less space available for project information. A sample postcard
is included in this memo.
Other Notification Methods
Mailed notice is paired with posting of a yellow development review sign to provide additional notice for
people who may live outside the notification area but frequent the property or area, and people who
may live in the area but who do not own their residence. The weekly development review newsletter,
and the Development Review Proposals site also include information about upcoming neighborhood
meetings. NextDoor posts have also been piloted as additional notification for some meetings,
particularly second neighborhood meetings or other events not required by code for the development
review process.
Changes to Notification Methods
Additional changes to notifications have been discussed, including:
•Modifying envelope design
•Including a QR code in the letter that leads to the Development Review Proposals site
•Expanding the use of postcards and NextDoor posts
•Developing criteria for when additional notification beyond a letter is needed.
The Neighborhood Development Liaison is gathering data on current engagement with mailed
notification, cost for custom printing/designs, and the potential efficacy of changes to notification
processes. Updated notification processes may be piloted in late 2021/early 2022.
