Thank you for the information. Is the surrounding neighborhood, as
evidenced by phone calls and letters, generally accepting of the proposed
zoning or not? I have three apartment buildings and the area generally
has been trying to upgrade. This particular site has very old and poorly
maintained units and is really an eyesore. Recently a building just to the
west was converted to a charming brewpub and other improvements
such as newer housing have been built. With no apparent criteria or rules
for keeping the units in decent shape, I think this site and its occupants
will continue to be an eyesore and detrimental to the
surrounding properties values and a disincentive for the whole area to
get better. Except for my college years, I have lived here and raised my
children here and the north end of fort collins has always gotten the

short end of the stick as far as city support and benefits are concerned i
think a rezoning will further the damage and lack of city support to this
area and be detrimental to people who have chosen to live in that area.
I oppose the zoning.
As you see from my letterhead I am an attorney. As a zoning matter, this
designation of this small site, would be called illegal spot zoning if a
private party were doing it. I know the city plays by different rules but it
should not, .

There was no action taken by the Planning and Zoning Board on October 15th. Due to the length of the meeting, the
Board voted to reschedule several items, including the manufactured housing rezoning recommendation, to a new
special hearing date. The new hearing will be on November 5th, also starting at 6:00pm, and this item will be first on
their agenda.
The agenda and participation instructions are posted online at: https://www.fcgov.com/cityclerk/planning‐zoning.php.
Similar to their other hearings, this meeting should have options to attend in‐person, online (Zoom), or by telephone.

I think that site is not an appropriate use of Manufactured
Houseing Rezoning although I am not opposed to the overall concept of

The online materials have been updated to reflect the following changes:
The agenda has been updated under the “other business” section to include “Additional P&Z Meeting Dates for
November/December”
The Manufactured Housing presentation has been updated. Updates include: reversed order of slides 4‐8, and
an added additional resource slide for the Cottonwood Property with shots of the property interior.
There is a new public comment under Supplemental Documents regarding the Manufactured Housing Rezoning
item. Ryan followed‐up with David and his comment specifically relates to the Cottonwood property.
