Meeting called to order at 11:03 am
1. Citizen Participation and Plan Member Comments
None noted
2. Consider Approving the Minutes from the Meeting of January 13, 2022.
Blaine Dunn made a motion to approve the minutes as presented.
Del Bernhardt seconded the motion.
Approved confirmed via roll call; Clark Mapes, Ralph Zentz, Del Bernhardt, Blaine Dunn,
Jackie Darner
3. Review and Consider Plan Member Request for retroactive payment of benefits due to
failure to send eligibility letters. The Committee reviewed the letter received from member
Kimberly Crowley and considered and approved retroactive payment back to when the
member turned age 65.
Blaine Dunn made a motion to approve the retroactive GERP payment for member Kimberly
Crowley. Ralph Zentz seconded the motion.
Approval confirmed via roll call; Clark Mapes, Ralph Zentz, Del Bernhardt, Blaine Dunn,
Jackie Darner.
4. Plan Participant Updates (Nikki Daniels): certified letters sent to new addresses for
members Thomas Chapel, Thomas Fort and Sharon Getz.
Nikki Daniels noted that she is using a locator service to locate these three members and is
hopeful that the City will receive a response.

Stephen Comstock is not eligible for a benefit under the GERP.
Nikki shared a spreadsheet to serve as a record and reference re the efforts to contact
members who are eligible for benefits and did not receive a standard notification letter at age 64
1/2.
Jenny & Blaine requested columns be added to show when letters were mailed originally and
subsequently to any new addresses as well as when payments are sent to members. Available
phone numbers were not accurate.
Nikki Daniels announced to the committee that she is leaving the city effective tomorrow.
Amber Fluke will be Nikki’s replacement. Kelley Vodden and Amber Fluke will discuss who will
fill the HR Liaison role going forward.
Participant Update;
Nikki Daniels; an eligibility notification letter was sent to GERP member, John Kernan.
Mr. Kernan has reached out and his benefits will start with his eligibility. Three additional GERP
members have been identified who will be turning 65 in the fall of this year and letters will be
sent 6 months before they turn 65.
5. Election of Officers
Nominations
Chair Ralph Zentz nominated Clark Mapes to continue as Chair of the GERC.
Blaine made a motion to nominate Clark Mapes as Chair. Del Bernhardt
seconded the motion.
Approval confirmed via roll call; Clark Mapes, Ralph Zentz, Del Bernhardt, Blaine
Dunn, Jackie Darner.
Vice Chair Ralph Zentz nominated Blaine Dunn. Blaine Dunn noted that once the new
Controller is in place Blaine will vacate the roll at that time.
Motion for Blaine until such time as new controller is hired and they will become
vice chair.
Clark Mapes made a motion to nominate Blaine Dunn as Vice Chair until such
time as a new Controller is in place. Ralph Zentz seconded the motion.
Approval confirmed via roll call; Clark Mapes, Ralph Zentz, Del Bernhardt, Blaine
Dunn, Jackie Darner.
6. Review Key Assumptions to be used in Actuarial Evaluation (Joel Stewart)
Joel Stewart reviewed the key assumptions with the Committee and is recommending no
changes to 2022 actuarial valuation assumptions.

Blaine Dunn made a motion to accept / adopt the recommendations as stated with no changes
to the assumptions for the 2021- 2022 Actuarial evaluation
Del Benhardt seconded the motion.
Approval confirmed via roll call; Clark Mapes, Ralph Zentz, Del Bernhardt, Blaine Dunn, Jackie
Darner.
7. Review GERC Member Acceptance of Trust form prior to members signing.
Jenny Lopez Filkins explained that the Member Acceptance of Trust form is to be signed by
each GERC member annually. This acknowledges that each GERC member has read and
understands their fiduciary obligations as described in the document. If members have any
legal questions, please reach out to Jenny directly via email.
No GERC member raised any questions about the form during the meeting.
Carolyn Koontz will distribute the document via DocuSign to GERC members for their
signatures.
8. Review Investment Report (Amanda Newton)
9. Other Business
No new members will be assigned to Boards or Commission until after the Council work session
in April.
