Senior Advisory Board
Meeting Minutes
Wednesday January 12, 2022
Virtual Meeting on Zoom
Fort Collins, Colorado
I. Call to Order: 11:30 am.

IV. Administrative Items:
a. Attendance: Myles Crane, David Kovach, Alicia Durand, Mary Roberts,
Jeanne Hoag, Alan Kress, Nancy Luttropp, Deanna O’Connell, Sarah Mendez,
and Sarah Olear
b. Welcome to new members: Mary, Jeanne, and to returning member, Deanna
Mary will be SAB mentored by Alicia and Jeann e by Nancy.

V. Guest Speakers: Main Topic: SAB Orientation
Councilmember Susan Gutowsky discussed the role of Council Liaison:
While Councilmembers generally are not encouraged to attend more than annually,
Councilmember Gutowsky requested active involvement when possible and requested
invitations to SAB meetings whenever she is able to attend.
Tammi Pusheck, City Clerk’s Office, provided an in-depth activity review including:
documentation and facilitation of Council meetings, records management, priva cy
issues, various responsibilities of the City Clerk’s Office, the B&C Manual, Engage and
more. Powerpoints were subsequently emailed.
Ted Hewitt, Assistant City Attorney presented a comprehensive overview on legal
Issues about which B&C members need to be familiar. Topics covered included but
were not limited to City Attorney Carrie Daggett’s office organization, Home Rule,
Codified and non-codified code; Ordinances, Resolutions, boundaries placed on
B&C’s, conflicts of interest, open meetings and more. Powerpoints were subsequently
provided.
VI. New Business:
a. Proposed Memorandum to Council Re. Board Member Shortage
Initiated because currently there is no effective backup process in place to fill
interim board seats when a board member leaves for any reason. This is a
common issue also for other boards and commissions within the city. SAB
discussion followed
Comments:

Councilmember Gutowsky: Plans to raise this matter in a B&C work session.
Tammi Pusheck: There is a Nov 12 memorandum which listed steps for interviews with
pilot steps for backups. Backups are noted but not required. If backups are approved,
then they would be valid until the next application session opens. They would need to re-
apply for that board. There have recently been some boards within the city that have been
put on pause. These board members are being offered open seats on other boards.
Motion to approve: Nancy Luttropp;, David Kovach Seconded. The motion will be sent
to the Mayor and Council.
VII. Ongoing initiatives:
a. New Member Orientation: Work plan, annual report, acronyms list all emailed to SAB.
b. SAB Annual Report (approved 12/8/21, due 1/31/22 and submitted by Staff Liaison)
c. Missing Middle Homes Project with PAFC Housing Priority Group – Alan Kress
Alan attended December 10th PSFC Housing Priority Group which discussed water
rights, reviewed the Missing Middle Housing Book. Looking to coordinate a small
group with SAB and PAFC to consider a list of items to address with city council
and/or developers, bigger builders, and planners prior to accepting proposals with the
goal of improving middle housing options.
d.Senior Center policies, communications, procedural compliance and related issues.
Various concerns were expressed for an older adult doing a web search for
The Senior Center’s “website” and photos of young people and currently
a child (likely under 10 years old) climbing a rock wall appears above the heading
“Fort Collins Senior Center ”. There of course is no rock wall at the Senior Center.
These photos are not appropriate for the facility’s website page.
Related policy issues were also discussed:
Children under the age of 18 are being allowed into the facility, only under the
supervision of an adult or an instructor for certain programs.
A spirited Board discussion was held concerning policy pros and cons including:
how procedural compliance will be supervised, concerns for older adult safety, and
more.
Councilmember Gutowsky observed after meeting with Aaron Harris and Sara Mendez
Only 3 spaces would be available to be used: Badminton, table tennis, and
designated classes. Also:
• Times utilized are different. Seniors use mornings and afternoons
• Youth usually use after school in the evenings.
• Many programs still being offered that are only 50+ like FRF.
• The Senior Center is the only recreation facility available on the west side.
The Council Liaison believes the system can work. Hours should not conflict.
SAB will address these issues further in the interest of older residents in Fort Collins.

Bicycle Advisory Committee – Sarah Olear will discuss on Feb 9th
