CALL TO ORDER • At 5:31 PM the meeting was called to order by Josh Johnson. 2. AGENDA REVIEW Josh Johnson read remote session instructions for the Human Services & Housing Funding Board and public attendees. Adam Molzer reviewed agenda. The Board accepted the agenda without modification. 4. INTRODUCTIONS OF BOARD MEMBERS Board members introduced themselves, including the two new members who were attending a regular meeting for the first time. 5. PUBLIC PARTICIPATION Erma Woodfin introduced herself as a resident of Fort Collins who has served on the Women’s Advisory Board, which is being paused, and may be interested in serving with this Board. 6. APPROVAL OF MINUTES – November 10, 2021 Regular Meeting Ethnie Treick moved to approve the minutes. Olga Duvall seconded approval. Amanda McGimpsey and Elizabeth abstained since they were not members in November. Passed unanimously. CDBG Public Service Proposal Evaluation On November 16, City Council approved changes to the framework of the Competitive Funding Process that will provide greater flexibility to City staff and the HSHF-Board as they evaluate funding proposals and distribute the available grant funds for various programs. Board members previously voted to support specific process improvements related to the CDBG funds. Moving forward, it will be evaluated how the Board will recommend the total funding, in their evaluation of the five to seven proposals that qualify for federal CDBG dollars. Additionally, federally funded Public Service programs are eligible for a three-year term instead of having to reapply every year. 8. NEW BUSINESS a. 2022 Officers Nominations Steve Backsen moved to nominate Josh Johnson as Chair and Olga Duvall as Vice Chair for 2022. Mike Kulisheck seconded nominations. Vote will take place at February meeting. b. 2021 Annual Report Adam presented an overview of the 2021 Annual Report, which included (but is not limited to) the following: • The Board held eight regular meetings and two special meetings related to the Competitive Funding Process. • Board members hosted guest speakers to discuss equity and inclusion efforts, the City’s affordable housing priorities and the Housing Strategic Plan, and legal issues pertaining to serving on a city board. • The Board voted to support the slate of recommended funds made available by federal stimulus dollars related to HUD (U.S. Department of Housing and Urban Development). • The Human Services Housing Funding Board changed its name (previously CDBG Commission). • During the FY21 Spring Competitive Funding Process, a total of $1.1 million dollars funded 39 human service programs and over $2M supported affordable housing projects. Josh Johnson moved to approve 2021 Annual Report. Pat Hastings seconded. Approved 6-0. Amanda McGimpsey and Elizabeth abstained since they were not members in 2021. Competitive Process Update & Schedule of Activities • January 6 – Funding process began for Housing and Human Service organizations to submit their intent to apply. The deadline for intent to apply is January 26. • February 14 – Deadline for funding proposals, after which City staff will create a summary for both Housing and Human Services. • In late February, Board members will have the opportunity to review and score applications using nine criteria and will be provided workbook. • March 30 – HSHF-Board will host a joint board meeting with the Affordable Housing Board. Local affordable housing developers will offer live presentations for funding proposals. • April 6 – Board members will meet to evaluate and discuss proposals. • April 26 & 27 – Final funding recommendations will be made. 9. BOARD MEMBER REPORTS None 10. STAFF REPORTS • City Council approved $150,000 of ARPA (American Rescue Plan Act) funding for Human Service programs with COVID related needs. • Last week, the Federal Government released their final document providing guidance for the use of ARPA funding. Staff is reviewing that information. • The Recovery Plan was taken to City Council on Tuesday, January 11. Human Service and Housing interests are well represented in the plan. Further revisions are being made and will be considered by Council in the coming months. 11. OTHER BUSINESS Grantee Client Story Adam Molzer shared a brief impact story submitted by Poudre School District in their recent quarterly report. 12. NEXT MEETING a.
