2019 ANNUAL REPORT Page 1
The following lists the major items the Affordable Housing Board (AHB) was involved with
during 2019:
1. COMPETITIVE PROCESS FOR ALLOCATING CITY FUNDS FOR AFFORDABLE
HOUSING
• AHB worked with the Community Development Block Grant Commission in advising
City Council on the funding for affordable housing projects in the spring cycle of the
competitive process.
• The Board reviewed 3 applications in the spring cycle and made recommendations to
the CDBG Commission.
2. LAND BANK PROGRAM
• The Board was kept apprised of the Request for Proposals for the Kechter parcel and
the outcome of that process. Feasibility for affordable home ownership still being
assessed on that parcel.
• The Board was informed that staff is looking for additional land to purchase.
3. THE BOARD SENT MEMORANDUMS OR EMAILS TO CITY COUNCIL REGARDING
THE FOLLOWING MATTERS:
• Supported the City Plan update and providing more housing options for residents
• Supported fee waivers being awarded to the Mason Place permanent supportive
housing development
• Supported the renewal of Keep Fort Collins Great tax and the use of some of those
funds for affordable housing and human services
• Supported allocation of 2019 Private Activity Bond Capacity
4. COUNCIL LIAISON CONTACT
• Council Liaison was invited to and attended two board meetings
5. BOARD BRIEFINGS
• Keep Fort Collins Great Tax renewal
• Preservation and Protection of Mobile Home Communities from The Family Center
• Triple Bottom Line Scan
• Multiple briefings Occupancy and Rental Market Study
• Multiple Briefings on City Plan
• Several briefings on Metropolitan Districts
• Discussion on Code updates for the Affordable Housing Board
• Capital Expansion Fees and Wet Utility Plant Investment Fees
• Private Activity Bond Process and allocation of 2019 bond capacity

6. BOARD MEMBERS PARTICIPATED IN:
• Sustainability Boards and Commissions collaboration experiment steering committee
• Various public outreach events for Affordable Housing Incentives and Policy
• City Plan Housing Group
• Respectful Workplace Training
• Development Fee Updates Group
7. COMMUNITY MEETINGS:
• Some Board members toured Habitat for Humanity’s Harmony Cottages, Housing
Catalyst’s Village on Horsetooth and DMA Plaza in December.
• 2019 Work plan: The Board sent a representative to participate in City Council
meetings public comment periodically throughout the year, albeit not as often as
previous years.
• The Board worked to complete their work plan for the year 2019.
