HUMAN RELATIONS COMMISSION
Regular Meeting – In Person/Virtual
January 13, 2022 5:30 – 7:30 pm
CIC Room, City Hall, 300 LaPorte Ave., Fort Collins, CO
CALL TO ORDER
● Meeting was called to order by Chair, Beth Jaeger, at 5:31pm
ROLL CALL
● Present: Jean Runyon Masood Ahmed

● Absent: Phil Walker Oscar Felix
● Staff Present: Claudia Menendez and Rachael Johnson, Equity and Inclusion Office,
HRC Liaisons
● Public Participant: None
AGENDA REVIEW
● No changes were made to the agenda.
APPROVAL OF MINUTES
● Motion to approve October 2021 and November 2021 minutes made by Jean
Runyon; seconded by Masood Ahmed. All in favor 5-0.
PUBLIC PARTICIPATION
● None
BUDGET REVIEW
● $5,900 budget
o May explore requesting larger 2022 budget based on how much HRC
wants to do. Claudia to check City budgeting process.
o Anticipated 2022 expenses include meeting recording services, training,
and HR Awards.
NEW BUSINESS
● Welcome New HRC Members: Masood Ahmed, Fabiola Pascual Luna, Barb
Kistler, Jean Runyon (2nd Term)
● Fabiola Pascual Luna: Previously Middle school math teacher, career
counselor. Currently counselor at UNC. Wants to promote racial
peace through diversity. Excited to serve at this role.
● Jean Runyon: Lived in Fort Collins for 6 years. Currently the Campus
Vice President at FRCC.
● Masood Ahmad: Lived 3 years in Fort Collins. Works in the energy
business. Came to the U.S. as a student. Found that Fort Collins is
very welcoming. Vic Smith introduced him to the HRC.
● Barb Kistler: 50 years in Fort. Collins. Has much experience working for
social justice and inclusion.
● Beth Jaeger: Lived in Fort Collins for 4 years. Previously had a 40 year
career in Washington D.C. Sought out volunteer positions to promote
diversity and inclusion.
● Claudia Menendez to check on whether the two vacancies on the HRC
can be filled as soon as possible.
■ Welcome Claudia Menendez & Rachael Johnson, HRC Staff Liaisons
● Claudia Menendez: Equity and Inclusion Officer. Has worked in this role
for 5 months.
● Rachael Johnson: Senior Equity Specialist. Worked at CSU previously.
Been in Fort Collins 18 years. Has much experience working with
social justice.
■ Review and Approve 2021 Annual Report Due 1/31/22
Motion to approve the 2021 HRC Annual Report made by Jean Runyon;
seconded by Beth Jaeger. All in favor 5-0. This report will be submitted to the
City by January 31, 2022.
■ Review 2022 Workplan
● Outlines how HRC will advocate for equity, diversity, and inclusion in the city.
o Media and Community committee was previously led by Oscar Felix
and seeks to engage others in the community, thus encouraging
conversations for change.
o Education Outreach was previously led by Phil Walker. Three years
ago, Fort Collins held a “FOCO speaks out” program. Very inclusive
conference, which represented different perspectives. HRC is
interested in exploring holding another one or a similar program this
year.
o Government Relations previously led by Jean Runyon. Works with
the City council and provides updates to the HRC on certain
legislation and policies related to equity and inclusion.
■ Election of 2022 HRC Chair, Vice Chair, and Committee Chairs
● In 2021, Beth Jaeger was HRC’s chair, while Jean Runyon was vice chair.
o Nominations for HRC Chair 2022: Jean Runyon nominates Beth
Jaeger; seconded by Barb Kistler. All in favor 5-0.
o Vice Chair: Beth Jaeger nominates Jean Runyon. All in favor 5-0.
o Committee Chairs: Beth Jaeger nominates Fabiola Pascual Luna for
the chair of the Education Outreach committee. All in favor 5-0.
o Beth Jaeger nominates Barb Kistler for the chair of the Government
Relations committee. Seconded by Jean Runyon. All in favor 5-0.
o Beth Jaeger nominates Jean Runyon for the chair of
Media/Community Recognition committee. Barb Kistler seconds. All
in favor 5-0.
o February Meeting: All the committee chairs to be prepared to report
their proposed focus for 2022.
OLD BUSINESS
■ Committee Reports:
o Education Outreach: No report
o Media/Community Recognition Committee: Debrief 2021 Human
Relations Award Ceremony:
Consider a different location that allows for more
conversation before and after the program.
Highlight those who nominated the recipients. Possibly
hold the ceremony at City Hall, then move to different
building for the reception.
Consider inviting past recipients to the program.
Explore media coverage of the event.
o Government Relations: No Report

• Beth Jaeger will send follow-up items to all to prepare for the February 10th
meeting.
• Reminder: MLK Day ‒ Monday, January 17th
o Speeches begin at Washington Park at 11:00 - 11:30am.
