COMMUNITY DEVELOPMENT BLOCK GRANT COMMISSION
ANNUAL REPORT: 2020
The Community Development Block Grant (CDBG) Commission met a total of nine times during
2020. Six were regular meetings and three were special Competitive Process-related meetings.
One funding cycle was conducted in the spring.
The Commission held three evening meetings during the spring cycle to discuss the merits of
the housing and human service grant proposals, and to determine funding recommendations to
Council. Due to COVID-19 restrictions, several meetings were cancelled or postponed, and the
Commission was unable to meet directly with the Affordable Housing Board.
During the regular meetings, the Commission reviewed the funding process and discussed the
status of some grantees. Learning Series presentations were hosted in 2020 and included visits
from City staff regarding the City’s affordable housing priorities and the new Housing Strategic
Plan, as well as a presentation from the Director of the Poudre School District Department of
Language, Culture and Equity. Some Commission members also participated in the ‘Reimagining
Boards & Commissions’ spring meeting hosted by the City Manager’s Office.
The Commission provided recommendations to City Council as to the allocation of the City’s
FY20 CDBG and HOME entitlement grants, CDBG and HOME program income, AHF, HSP and
KFCG funds. Funding requests were greater than available dollars so not all proposals submitted
were funded.

The Commission also provided recommendations on the funding slate for human service
assistance provided to local nonprofit organizations seeking CARES-CVRF funding to mitigate
and prevent the impacts of COVID-19.
