HomeMy WebLinkAbout2021 - Affordable Housing Board - Annual Report AFFORDABLE HOUSING BOARD 2021 Annual Report 2021 ANNUAL REPORT Page 1  The following lists the major items the Affordable Housing Board (AHB) was involved with during 2021: 1. COMPETITIVE PROCESS FOR ALLOCATING CITY FUNDS FOR AFFORDABLE HOUSING  AHB worked with the Human Services and Housing Funding Board in advising City Council on the funding for affordable housing projects in the spring cycle of the competitive process.  The Board reviewed 4 applications in the spring cycle and made recommendations to the CDBG Commission. 2. LAND BANK PROGRAM  The Board was kept apprised of development proposal for the Kechter parcel. The proposed development, Kechter Townhomes, has substantially completed the entitlement process and City Council has approved the sale in compliance with the Board’s recommendations.  The Board supported staff efforts to manage and grow this program. 3. HOUSING STRATEGIC PLAN IMPLEMENTATION  The Board received monthly briefings on the drafting, passage, and implementation of the Housing Strategic Plan.  This included updates and input for the Land Use Code Update and the Rental and Occupancy Program recommendations. 4. THE BOARD SENT MEMORANDUMS OR EMAILS OR SUPPORTING BOARD MEETING MINUTES TO CITY COUNCIL REGARDING THE FOLLOWING MATTERS FOR EXAMPLE:  Support for 2021 Private Activity Bond Allocation Assignments  Support for Proposed Metro District Requirements  Support for selling the Kechter Land Bank parcel  Support for joining metro DPA  Support for Fee Relief for Oak 140 and Cadence Developments  Support for Direct Subsidy for Oak 140 from the Affordable Housing Capital Fund 5. COUNCIL LIAISON CONTACT  Council Liaison was invited to and attended one board meeting. 6. BOARD BRIEFINGS AFFORDABLE HOUSING BOARD 2021 Annual Report 2021 ANNUAL REPORT Page 2   Poudre Library District  metroDPA Down Payment Assistance Program  Manufactured Housing Preservation and Livability  Eviction Prevention Activities  Private Activity Bond Process and allocation of 2021 bond capacity  Residential Metro District Evaluation Process  Legal Issues affecting Boards and Commissions and updates to Code language regarding this Board  Income Qualified Assistance Program updates and proposed changes  Housing Strategic Plan (Monthly)  Improved Fee credit process  State Legislative Issues regarding Housing  Water Supply Requirements and Cash-in-lieu  Education campaigns for affordable housing – including reading and discussing the book The Affordable City by Shane Phillips  Updates to the International Building Codes  ARPA and other funding opportunities 7. COMMUNITY MEETINGS:  Several board members participated in Super Issues Meetings 2020 Work plan: The Board sent a representative to participate in City Council meetings public comment periodically throughout the year, albeit not as often as previous years.  The Board worked to complete their work plan for the year 2021.  The Board pivoted to remote meetings due to the Covid-19 pandemic for the entire 2021 year.
