2022 PARKING ADVISORY BOARD WORK PLAN
The mission of the Parking Advisory Board is to:
• Make recommendations to the City Council regarding the implementation of the City's
parking policies and plans
• Provide an avenue for ongoing stakeholder input and involvement in parking decisions
that affect the public
• Support and advocate for parking initiatives and programs
• Help educate the public about parking issues
• Work with other boards and commissions of the City or other community organizations
that have an interest in parking issues
The 2016 City of Fort Collins Strategic Plan includes two strategic outcome areas with two
strategic objectives that fall within the purview of the Parking Advisory Board.
1. Under the Key Strategic Outcome of Community and Neighborhood Livability, which
intends to provide a high-quality environment and support diverse neighborhoods,
objective 1.10 states that the community will address neighborhood parking issues.
2. Under the Key Strategic Outcome of Economic Health, which intends to promote a
healthy, sustainable economy that reflects community values, objective 3.10 states that
Fort Collins City government will address Downtown parking issues identified in the
adopted Parking Plan, including funding, providing convenient access, and integrating
transit and alternative mode solutions.
The 2022 work plan for the Parking Advisory Board proposes these activities:
1. Evaluate Downtown parking utilization data and management strategies
2. Define questions to be answered by analysis of occupancy data
3. Summarize conclusions from parking occupancy data to City Council, along with
recommendations for changes to parking management, including fees, areas of
parking enforcement, and hours of enforcement
4. Review and evaluate proposed sign changes in the downtown area and make
recommendations
5. Work with city staff to develop a model for economically sustainable on-street paid
parking to present to City Council
6. Monitor, evaluate, and provide recommendations for further growth of the Residential
Parking Permit Program (RP3) and the parking impacts created by Colorado State
University
7. Communicate board objectives to City Council through memos that state our position
and reasoning
