Duties and Functions of the Board
The duties and functions of the EAB are:
1. To advise City Council on matters pertaining to the economic health and
sustainability of the City, including, but not limited to, (a) events and trends
occurring outside the Fort Collins community that may affect the local economy; (b)
immediate and long-term threats to the local economy; (c) ways in which to
enhance the City's competitive position in relation to other communities; and (d)
possible partnerships with other public and private entities;
2. To recommend programs and strategies that may enhance the economic
health and sustainability of the City;
3. To be aware of and coordinate with other City boards and commissions whose
actions may affect the economic health and sustainability of the City; and
4. To advise Council on existing or proposed policies, practices or regulations of
the City that may affect the local economy.

Relationship of Work Plan Topics to City Council Agenda and Priorities
The EAB is available to assist in the City’s economic recovery plan corresponding
with local economic downturns. The COVID-19 pandemic and the resulting
economic recession has the full attention of the EAB. Our workplan will be
adaptable to Council priorities as the pandemic and the recovery efforts continue to
change regularly.
Prioritization, Meeting Structure, Agendas
The EAB will prioritize areas in alignment with Council’s initiatives for the upcoming
year. The EAB will place a priority on communication with Council. This may include:
a) Attending Council meetings and member listening sessions,
b) Speaking on priority topics
c) Sending memoranda to Council
d) Attending combined boards and commissions meetings
e) Meeting with the EAB Council liaison several times throughout the year.
The EAB’s priority is to proactively review and identify economic issues in the City.
The goal includes greater focus and engagement with commission members. This
approach is summarized below:
• Topics will be selected based on the Council’s 6-month planning
calendar, and the EAB’s observations and recommendations.
• New Topics will be placed in the “Upcoming Topics” section at the
bottom of the document to include: Topic, Purpose, Objective
(Listen/Clarify or Discuss/Act) and a planned action date.
• Open Slots in the planning calendar will be discussed by the Chair
and Vice Chair of the Commission as they become available
during monthly planning sessions. Topics not included in the
Council’s 6-month planning calendar may be selected for
discussion as presentations are available.
• The City staff liaison will provide updates on the Economic Health
Office as needed for the EAB.
