HUMAN RELATIONS COMMISSION
Regular Meeting – In Person
June 10, 2021 5:30 – 7:30 pm
CIC Room, City Hall, 300 LaPorte Ave., Fort Collins, CO
CALL TO ORDER
● Meeting was called to order by Chair, Beth Jaeger, at 5:30pm
ROLL CALL

AGENDA REVIEW
● No changes were made to the agenda.
APPROVAL OF MINUTES
● Motion to approve May 2021 minutes with grammatical correction by Jean; second by
Julia. Approved 7-0
PUBLIC PARTICIPATION
● None
BUDGET REVIEW
● $5,900 = 2021 HRC budget
● Human Relations Awards to take place in person, budgeting approximately $1200
● $500 to Eli for serving as our meeting recorder.
● Approx. $1700 for Transforming White Privilege sessions October 7th and 21st
● Motion to approve TWP budget by Julia; second by Wendy. Approved 7-0

NEW BUSINESS
● Law Enforcement Academy, FRCC - Kathleen Mitchell on Efforts to address EID
o Kathleen walked the HRC through the current POST standards and how FRCC’s
program has built upon these standards to put greater emphasis on EID and de-
escalation techniques.
o FRCC program includes Implicit Bias training, general POST does not require
this material.
o Interactive learning approach to give cadets as close as possible to real world
experience, role play in multiple different scenarios.
o Focus on how to identify if someone is in crisis (50% of calls officer’s respond to).
o 100% pass rate for POST certification exam.
● Update from Kit Baker - Fundraising Manager, Colorado Indigenous Peoples Day
o 30+ people working on draft resolution to submit to city attorney’s office
Wednesday 6/16/2021.
o Monthly city staff meetings with Native American community members.
o Beth requested Kit keep us informed on this process.
● Anti-Semitic Incidents - Potential HRC Response
o Community member sent an email to HRC asking what actions will be taken to
address issue.
o Carol informed the HRC that the City Manager is working with Mayor and CSU to
work on response.
o HRC has brief discussion and agrees to do further inquiry into this topic, or into a
more general topic of religious bias and invite local subject matter experts to
discuss possible options for community support.
o Julia to reach out to Rabbi Hillel Katzir to extend invite for July meeting.
o Vic to reach out to Reverend David Williams to extend invite for July meeting.
o Wendy to contact FCPS to identify number of religious-based hate crimes in the
City.
● FOCO Speaks Out!
o HRC discusses willingness to take this community event back on as part of its
workplan.
o Joe Somodi is willing to consult but not lead efforts.
o Discussion around event possibilities, potential for series of events or smaller
events.

o Oscar motions to continue the conversation and explore possible options for the
future of FOCO Speaks Out! as part of the HRC’s 2022 workplan; second by
Julia. Approved 7-0
OLD BUSINESS
Follow- up from April Meeting:
A) Fort Collins Municipal Immigration legal defense fund – City Council to vote on
proposal in June.
B) HRC Letterhead/Signature Block – Carol to report back in June.
Committee Reports:
o Education Outreach – Update Re: TWP Training Sessions
o See budget review
o Media/Community Recognition Committee
o No report
o Government Relations
o No report
o Executive - HRC By-Laws Update
o Boards and commissions will no longer have by laws, more updates and
changes to come from the City.
NEXT STEPS
● Beth will send a summary of next steps to the HRC.
