CITIZEN REVIEW BOARD (CRB)
REGULAR MEETING
Wednesday, September 8, 2021 at 5:30 p.m.
117 N. Mason, Civic Center Conference Room
1. CALL TO ORDER – Aaron Rodriguez – 5:33pm
2. ROLL CALL
a. Present: Aaron Rodriguez, Melissa Rosas, Elizabeth Grant, Shamera Loose,

b. Board Members Absent: Mark Partridge

5. APPROVAL OF MINUTES
a. Motion to approve by Todd, second by Elizabeth. Unanimous
6. UNFINISHED BUSINESS
a. Board and Commission Review Questionnaire
• #1 Key outcome areas: safe community, high performing government,
community neighborhood livability,
• #2 No duties to be added or deleted
• #3 safe community and high performing government, focus on trainings to
allow board to be informed with perspectives
• #4 no input on how CRB aligns with city’s strategic plan – CRB will work on
this area
Safe community #5 and High performing government #7
• #5 no input aligned with workplan calendar
• #6 annual training needs with communication with Adam and FCPS, board
members can suggest trainings, Jenny handles orientation
• #7 Effective board meetings, could use more citizen input
• #8 Size of board is appropriate, would be nice to have a larger subcommittee
to provide more diversity
• #9 Effectiveness between board and council, Councilmember Peel has
attended on occasion, otherwise very limited, would be good to have her
attend more often to understand what CRB does to give her perspective when
bringing on new members
• #10 no other comments
• Vote to approve at next CRB meeting
b. Workplan Review
• Outlined goals from city code and bylaws, required core trainings
“Conducting an Investigation” is a training that CRB has had in the past from
an outside source, city manager and FCPS will help resource to make
available to CRB, Mental Health First Responder added to required list
• Additional beneficial trainings, most will remain
-Adding optional trianings: School Resource Officer training, Neighborhood
Engagement Team
-Divisional Overview (learn what different officers specialize in, different
programs in one training), Accreditation program/policy and procedure
review/how FCPS keeps policies up to date
-ARC of Larimer County offers training on working with people with
Developmental Disabilities with Sheriffs Dept, FCPS does not participate
currently- can this be wrapped in with Mental Health training for future?
-Emotional Intelligence and Ethical Decision Making state Attorney General’s
office training – not currently at FCPS but will be when it’s available
