5. APROVAL OF MINUTES – August 18, 2021
Ms. Hixon moved they be approved.
Ms. Hatchette seconded.
Unanimously approved.
6. BUSINESS, PRESENTATION, OR DISCUSSION:
A) NACTO GRANT ASPHALT ART PROJECT
Ms. Martin reviewed information shared at the July and August APP Board meetings
about the project. Nick Heimann with Active Modes of FC Moves was present to share
more about the project including the final designs for the three locations. There was a
discussion with the board about signage, promotion, standardize palette of colors for
ease of maintenance and continuity, how murals are seen from a pedestrian view,
and documentation of the project. Council Member Tricia Canonico shared that
asphalt murals are a council priority and is excited they are happening.
Ms. Hixon moved that we approve the designs for these three designs pending final
approval from the other City entities.

Unanimously approved
B) TRANSFORMER CABINET MURAL DESIGN REVIEW
Ms. Martin presented designs for Chris Bates and Dominique Montano, along with
neighborhood cabinet designs by Jennifer Ivanovic and Kristen Vohs, and a
sponsored cabinet design by the Poudre Community Academy.
Ms. Hixon moved we accept the designs

C) STRAUSS CABIN RD. TRAFFIC BOX DESIGN REVIEW
Ms. Martin shared details. This project was reviewed by the Board, but the approved
artist and design has been delayed and that artist is unable to start the mural this
year. The team would like to move forward with a new artist. Chelsea Ermer has been
selected and Ms. Martin presented her design. Ms. Martin also shared that Chelsea
works at Fossil Ridge High School, near the mural location, as an art teacher and
plans to share the process with her students.
Mr. Short moved to approve the design as presented today.
Ms. Hatchette seconded
Unanimously approved
D) WATER TREATMENT FACILITY PRESENTATION
Ms. Martin shared the project that will be in two parts: a larger $50,000 project to
create artwork that would be visible from the front of the facility and educational
murals on cabinets on site within the fence. The Board felt that the cabinets could be
painted by someone from the preapproved list. They felt there was a large enough
budget to put out a call for artist. The Board felt that a regional call would be
appropriate. The Board discuss possibilities for the art.
Mr. Short moved that we go to the list for the transformer art and that we do a regional
call for the larger project for the water facility

7. STAFF REPORT
Ms. Martin shared highlights with the APP Board. The report will be emailed to the
Board.
