1. CALL TO ORDER
• Catherine Carabetta called the meeting to order at 5:30pm.

6. APPROVAL OF MINUTES
Bob Kingsbury moved to accept minutes as presented, and Ken Christensen seconded.
July 2021 minutes were approved. Motion passed 6 approved, 0 opposed.
7. UNFINISHED BUSINESS
O HAMMOCKING FINAL DRAFT POLICY – MIKE CALHOON
Reviewed updated hammocking guidelines
Guidelines will be going up online on the Parks website
There was a suggestion of making a short “Do’s and Don’ts video” to share
on social media. Valerie will discuss the option with Kendra.
O BFO UPDATES – ALL DEPARTMENTS
Kelly DiMartino (Interim City Manager) will provide a high-level preview of
budget for council next week.
It will then go to Council on September 1st as the Interim City Manager’s
recommended budget.
We won’t know until next week what goes before council
Sept 14 is the Work Session; board members can watch this meeting if
desired. There is no public input allowed at Work Sessions.
O AD-HOC COMMITTEE UPDATE – CATHERINE CARABETTA
Ken drafted a preliminary letter to Council. After prioritization is identified from
the Interim City Manager, the Ad-Hoc committee will edit the letter
accordingly and then send it via email to all Board members for their review
and approval.
The Public Hearing is on September 22nd. Board members can show up and
make statements to the Council about the letter if ALL Board members are in
agreement, otherwise, individual Board members can go to the meeting
speaking as individual citizens, but not on behalf of the Board.
8. NEW BUSINESS
O COMMUNITY OUTREACH – VALERIE VANRYN
Current Efforts in Recreation:
• Monthly Meeting with La Familia (i.e., car seat education program,
learn to swim classes – both in Spanish)

• Regular communication with Murphy Center, Catholic Charities and
Rescue Mission
• Internal Title VI awareness to assist with language needs (working to
get staff members certified as translators)
• Reduced Fee Program (materials available in English and Spanish)
• Connections with Larimer County BUILT team, PSD, CSU, Local
interest groups
Future Initiatives:
• Increased availability of translated materials
• Continuing relationship building
• Focus groups for programming needs and shifts (youth programs,
childcare, sports, STEM, adults?)
• Continued collaboration across Recreation/Parks/PPD to increase
awareness and promotion of events, services and programs
o The Latinx population needs to feel invited. The biggest challenge the City has is
relationship building with this community.
Can an intern be used to aid in the outreach effort? Possibly
Can people see our website information as easily on their phones as on the
internet?
How do we reach out to local communities when launching a Park?
• The communications team looks at the neighborhood and makes a
communication plan on how to best reach out to the communities
o There is an effort to try to get the Recreator funded by the City, instead of sponsors
funding the Recreator.
o Something to keep in mind: how do we best use the information/feedback we get
from underserved populations?
9. BOARD MEMBER REPORTS
o FC Bikes – Mike Tupa:
Reconstructing Mountain Ave. – Design ideas will be finalized by October
Volunteers are needed to do bike and pedestrian counts around town on
Sept 21st and 25th
Biking is becoming much more important in Ft. Collins
In 2023, there will be a new Trails Master Plan
10. OTHER BUSINESS
1. RECREATION UPDATE – Aaron Harris
• Kids in the Park Event: September 26th, Twin Silo Park
• Pooch Plunge went great at City Park Pool, but it does have some issues with
damaging the filters due to dog hair

• US Figure Skating Showcase: over 1000 skaters attended, it was a great
success!
• Posting for Recreation Director: October 1st, Board will be involved.
• Staff End of Summer Debrief and Plan for what went well, and plan for next year.
2. PARK PLANNING AND DEVELOPMENT UPDATE – Matt Day
• Crescent Park: Pump house remodel complete. Parks can store winter gear for
trail maintenance in the pump house.
• Reach 4 Feasibility Study: Currently vetting the master plan ideas in this report.
The study will provide a better understanding of costs of development in this
area of the river, which will assist in pursuing grants and BFO’s offers in the
future
• Veteran’s Plaza: working on a framework plan for this area
• Water Quality Enhancements in Spring Canyon Park area
• Traverse Park is under construction
• Hand that Feeds: Oct. 9th is art unveiling celebration
• Pickleball: PPD, Parks and City Give are analyzing where to put dedicated
pickleball courts in the city, due to a possible fundraising opportunity
• Bucking Horse Park is in Design phase right now
3. PARKS UPDATE – Mike Calhoon
• Disc Golf Club – working on a redesign of the course at Edora Park
• Stew Case Park has a new park sign
• Twin Silo Park – Getting ready to harvest the hops at Twin Silo and Spring Creek
Gardens. O’Dell will brew a small batch beer with proceeds going to the Youth
Scholarship fund & Friends of the Gardens funds
• West Nile Spraying: Scheduled for Thurs and Sun this week. Looking at the
history we average an application every other year based on recommendation
from the County Health Department.
• Fossil Creek tennis court resurfacing
• Fossil Creek trail pump repair
• Rolland Moore basketball courts resurfaced
• Golden Meadows Park playground replacement-Sept 13th construction start
• Forestry hired a new Forestry Supervisor
• Recreator Article: Jesse will be writing the winter Recreator Parks and Recreation
Advisory Board letter. The 500-word article is due to Valerie by September 24th.
o The article topic will be on “Ways to enjoy your parks and recreation this
winter”

o Possible topics to include: Holiday Lights (first Friday in November),
Museum of Discovery mental health exhibit, cross country skiing at City
Park Nine Golf Course, etc.
