CALL TO ORDER 6:06 2. AGENDA REVIEW 4. PUBLIC PARTICIPATION - NONE 5. APPROVAL OF MINUTES  As there was not a quorum at this meeting, the July minutes will be voted upon at the September meeting. 6. NEW BUSINESS AIR QUALITY ADVISORY BOARD TYPE OF MEETING – REGULAR 8/18/21 – MINUTES Page 2  a. BFO 2022 - FC Moves offers - Cortney Geary  Overview  FC Moves is in the Transportation and Mobility Outcome Areas for budgeting purposes.  Ongoing "core" offers include Mobility Management, Safe Routes to School, Active Modes, Education and Engagement, and School Crossing Guard Program  Capital projects fall within the Community Capital Improvement Program (CCIP) for physical city assets for bicycle improvement projects such as crossing improvements.  Cortney displayed a spreadsheet of the FC Moves Enhancement 2022 budget offers. Lindsay will send NRAB the spreadsheet of the FC Bikes budget offers presented at this meeting for their further consideration.  Offers included: - A Travel Survey study to help understand modal share and travel behavior in Fort Collins - Shift Your Ride Travel Options Program focused on reducing driving and promoting various sustainable transportation modes and options. - School Traffic Safety Assessments & Strategic Traffic Infrastructure for Youth includes safety assessments and infrastructure improvements benefitting K-12 students who walk and bike to school. - Restore previously reduced Mobility Management budget - Various changes and increases to staff to support Active Modes programs  Discussion:  Kevin - Q - Do you see all these offers going forward? A – Staff understands the Shift Your Ride Program may be currently below the line, but it does have merit to go forward.  Dawson - Q - What is a Travel Diary Study? A - People are asked to record what type of transportation they used each day, which is a more reliable way to determine travel modes.  Kevin - Q - Is Shift Your Ride the overall replan for multi-modal transportation? A - The overarching plan is the Active Modes plan and will move forward even if the Shift Your Ride budget offer is not approved. AIR QUALITY ADVISORY BOARD TYPE OF MEETING – REGULAR 8/18/21 – MINUTES Page 3   Kevin - Q - Does it matter which department the BFO offers come from because these FC Moves plans are part of a larger transportation plan? A - Council will see these offers as part of the Transportation and Mobility outcome area.  Lindsay pointed out that the NRAB can consider including this offer in their recommendation to Council to accept the Shift Your Ride Travel Options Program that includes a staff person and a consultant to research, organize and manage the program or NRAB can recommend the scaled approach included in the offer to just focus on the staff person.  Dawson - Q - Can you further describe what is in the School Traffic Safety Assessments and Strategic Traffic Infrastructure for Youth offer? A - This would include things like improving striping, concrete work, and signage in crosswalks.  Lindsay recapped all the FC Moves budget offers for the NRAB's consideration so they can highlight items of interest.  Discussion:  Kevin - the Travel Survey is important to obtain the necessary data for any future plans and actions.  Dawson - It is important that Council knows that some of these items, like Shift Your Ride, are scalable so they could support them at a lower level.  Dawson - transitioning a person to full time would be helpful to improve staff capacity to manage these programs.  Kevin - Q - Do we need to advocate for the CCIP tax? A - That is an offer to use the money available in the tax.  Drew - Had previously worked on a CSU travel data project so he supports the City doing such a project also.  Barry - Regarding the Poudre River Flow Consolidation Upstream of College Avenue Study, he suggested a low diversion structure be removed because it would be detrimental to floating the river at that point. Barry volunteered to write a recommendation to Council on his recommendation so the board can discuss at its September meeting.  Kevin - thought the Battery Electric Buses would be good to reduce emissions. b. Approaches to Regulating Areas and Activities of State Interest Pursuant to Powers Established in State Law Commonly Referred to as 1041 Powers - Kelly Smith AIR QUALITY ADVISORY BOARD TYPE OF MEETING – REGULAR 8/18/21 – MINUTES Page 4   As Kelly Smith was sick, this item was not presented at this meeting. 7. BOARD MEMBER REPORTS a. Barry was disappointed the 1041 regulatory process was not going to be discussed at this meeting because it is unknown when the Army Corps of Engineers will give Northern Water the permit to begin the NISP project and route the pipeline through the City. Barry volunteered to prepare a draft memo to Council to encourage the City to follow the 1041regulatory process. b. Barry asked Lindsay to send the board a climate analysis he sent her reporting heat and precipitation trends in Fort Collins over the last 100 years. c. Kevin gave a report on recent Bicycle Advisory Committee meetings.  There was a presentation from a City of Boulder staff person regarding "Vision Zero" of having no serious bicycle injuries or deaths. CSU is also actively pursuing this goal.  Kevin suggested the board subscribe to the Bike Fort Collins newsletters. The last issue addressed the safety of various City intersections and the experience of being a bicyclist.  The Bicycle Advisory Committee is renewing efforts on education and safety items. 8. 6-MONTH CALENDAR REVIEW a. Lindsay shared Council's 6-month calendar and pointed out various items the NRAB might be interested in for future board discussion. 9. ADJOURN - 7:25 PM.
