1. CALL TO ORDER Terry Schlicting called to order at 6:37pm
2. ROLL CALL

6. PRESENTATION
Derek Heinko, SPIN – Adaptive Bike Program Survey Results
a. 37 respondents: 32% have a disability or are 65+
• 70% respondents would be using the program, 24% might
• 79% respondents would likely use upright trike
• 53% would likely use side by side recumbent trike
• 41% recumbent trike
• Handcycle was fourth (small percent)
• 76% respondents said they wouldn’t need help transferring, 18% would
• 35% would prefer to call a number to request delivery
• 27% would use a smartphone app
• 23% would prefer to pick up from a central location
• 97% would use for exercise/recreation
• 61% would use for social outings
• 43% would use for running errands
• 45% would use 1x per week
• 23% would 1x per month
• 9% would have daily use

• 68% would prefer to have picked up and dropped off to them
• 30% would prefer to pickup from central location
• 79% would plan to have the vehicle delivered to them
• 14% would lock it up where it’s picked up
• 43% would pay hourly fee
• 26% would only be interested if it were free
b. Types will be recommended:
i. Trike
ii. Side By Side Trike
iii. Recumbent Bike
c. Will have in-person vehicle demo the week of July 5th, at Rocky Mountain
Recumbents
d. Stages:
i. Feedback from the community, current
ii. In person demos in July, open to public
iii. Purchase and launch late July, with the scooter release
e. Intends to collaborate with ARO to incorporate the hand cycles and other
equipment they have in to this program.
f. Ribbon cutting will be July 9th near Max station (south of University Ave on
CSU campus), 3:30-4:30pm
g. Linda: suggests a “Buddy Bike” for children with disabilities
h. Right now, there is no intention to charge for delivery or use of the adaptive
bikes/program; may charge fees in the future but currently a partnership with Bike
Fort Collins
i. Modelling after an adaptive scooter program out of San Francisco for delivery
j. Marketing: 20 survey organizations will help to provide outreach and will host
demo-days in parking lots where people can try out the bikes

7. NEW BUSINESS
a. DAB meetings will be held online, until further notice
b. Transfort doesn’t provide service past 7pm currently, so returning home after the
meeting will be difficult until full service is restored
c. Online is more accessible and inclusive for public participation

8. OLD BUSINESS
a. Training Ideas: Office of Employment First – Initial Meeting
i. Training for City of Fort Collins Human Resources would look like a panel
of “HR Business Partners” (hiring staff) to learn what information they
need to be able to hire more individuals with disabilities – ask what they
need to know and then provide what they don’t need
1. HR Business Partners collaborate with each City department to
help with the hiring process to ensure there is no discrimination and
also advise on hiring practices
2. City also has a “Talent Acquisition Manager” who works with hiring
managers to target audience recruitment.
ii. Office of Employment First (statewide experts with curriculum) is willing to
do training on:
1. Employment as a social determinant of health
2. Benefits of hiring an individual with a disability and how it enhances
your work place
3. Disability etiquette
4. Steps to becoming a more inclusive workplace
5. Explaining the ADA
6. Accommodations in the workplace
7. Exploring low-tech options
8. Person-centered and customized hiring
iii. Additional training can be provided from the Department of Vocational
Rehabilitation (DVR)
iv. Larimer County has a priority to hire individuals with intellectual
disabilities, maybe collaborate with them and the city of Loveland to
spread the information wider
v. Initial intention was to be proactive about encouraging the City to hire
more people with disabilities
vi. Marilee/Sami/Rachel/Carol will draft a list of questions to ask the HR
Business Partners/City Staff
vii. Sami suggests creating a list of resources in general hiring of people with
disabilities that the City staff/job coaches can access that looks like a flow
chart, sort of a “A Travelers Guide” to hiring processes
Sami will create an outline / google doc to start this part

viii. Marilee suggests we use story sharing to help inform (without them turning
into tokenizing or inspirationalizing)
1. Example: “____ has a job, despite their disability” or “Look how far
they’ve come”
ix. Stories would come through DAB for that lens to avoid tokenizing stories,
would want to include stories of people that have disabilities that are not
visual/obvious disabilities
x. Competitive, integrated employment focus (win/win for both employee and
employer), not as much focus on unwanted job shadows, piecework
employment, or remedial jobs.
xi. Joe suggests: Exhibit inequities of having employment versus retaining
system benefits and how working full time can reduce benefits that are
available that are needed for people with disabilities
b. Dial A Ride Fares & Application Process – Follow-up
i. Carol will follow up with Kaylee at Dial A Ride come to DAB
ii. Terry: need to address the archaic process of accessing the application,
paper copies become barriers for people with physical limitations, would
like to explore additional options to upgrade this process
iii. Carol: best practice is to do in person assessments, an alternative is that a
health care provider can provide documentation of disability.
Hard Copy applications: they talked about an online application to
increase accessibility. Also talked about the auxiliary services to assist
with application process are more known about.
iv. Mandy: both should be available or those who do prefer or need the paper
forms
v. City Legal department said this cannot work because of the risks
associated with submitting personal health information online.
vi. RESULT: fillable and printable PDF (by end of June)
RESULT: looked at assessment and application and took out information
that was unneeded to make a reasonable and fair assessment/application
vii. People would not need to reapply if they are already qualified to receive
services
viii. Anna: is Spanish available?
ix. Carol: it should be available, Carol will look into this

c. UPDATES FROM CAROL:
d. CSU students do not need to pay a fee for Dial A Ride when they show their
Rams card.
e. RESULT: City Volunteers/Boards and Commissions will show their ID and not
need to pay fees for Dial A Ride. (Result of conversation between Carol,
Terry, Transfort, and CSU OEO).
f. Conversations to address necessary for drop off at edge of boundaries issue:
i. Trilby and College outside of ¾ boundary limit? (uses GIS coordinates)
ii. Address verses location? (DAR is going to look further into this)
iii. Is someone allowed to change drop off location, mid-ride? (No they aren’t)
iv. Why not use an app like Uber/Lyft? (the cost of these apps is not
affordable, not in the current budget, unsure if it would minimize pick up
time. Conversation will continue as they look further into it)
Joe suggests: connecting with Brittany at CSU as to what they are building
with Lyft. Carol will follow up.
v. New DAB members will connect with Carol about their City Volunteer
badges
