1. CALL TO ORDER: 4:05

5. APPROVAL OF MINUTES
Tatiana moved to approve March minutes.
Daphne seconded. Approved 5-0-1 (Bob abstained due to absence).
6. NEW BUSINESS
A. Update on Kechter Land Bank – Sue Beck-Ferkiss
Follow up on Land Bank update from March meeting. Homeownership development proposal on
Kechter Land Bank parcel. Went through development process, approved by hearing officer. No
appeal has been filed on this project and it’s moving forward.
B. CDBG Housing Application Ranking – Board Members
Four projects under consideration:
• Mercy Housing
• Housing Catalyst
• Neighbor to Neighbor Coachlight
• Neighbor to Neighbor Rehab
Board members discussed each project and provided personal rankings to share with the Community
Development and Block Grant (CDBG) Commission.
Discussion:
• Hard to make a project work, and we want to fully utilize City funding.
• Liked all four projects, believe they are all worthwhile.
o Board members agree all projects are worth funding.

• Rehabs are important for preserving affordable housing stock.
o Older inventory needs refreshing.
• Usually more requests than funding available – it’s rare to have enough funding for all
proposals.
• Guiding principles helpful for ranking.
• Unsure ranking is necessary since there is capacity to fund all these projects and interest in
doing so.
• Mercy Housing bringing additional units to the community which meets a need.
o Land was essentially donated, which is a benefit.
• Appreciation for thoughtfulness on the part of the applicants.
o Used prior feedback to craft their proposals.
• Can more be allocated than was requested?
o Concern that this approach could be a slippery slope.
o The remaining funds will be rolled over to next year, not lost.
• Sue will send notes to Adam on Friday, April 2 and let him know Tatiana will be joining the
CDBG Commission on April 7 to share AHB rankings and notes.
• Final ranking: 1) Mercy Housing, 2) N2N Coachlight, 3) N2N Rehab, 4) Housing Catalyst
Bob moved to approve the Affordable Housing Board’s ranking of housing applications for the
spring Competitive Process. Jen seconded. Passed 5-0-1 (Kristin recused).

• Two more meetings of this Council: work session April 13, regular meeting April 20
• New Council seated April 27
• Metro District policy amendment conversation April 20

• Spark, 140 Oak St, 79 units, completion goal end of 2022
• CARE Housing construction begins on April 19 – construction timeframe 16 months –
purchasing 44 units from Housing Catalyst
