4. APPROVAL OF MINUTES
Bob moved and Hillary seconded a motion to approve the December minutes as
presented. - Motion passed unanimously 9-0-0.
5. NEW BUSINESS
Metro District Policy Update – 6:15 – 7:00
Presenter: Cameron Gloss, City Planning Manager
Consideration of an update to the Metro District Policy that provides a required performance
based evaluation system pertaining to Residential Metro District Service Plans. Evaluation
criteria include provisions for energy and water conservation, housing affordability/attainability,

and community livability elements.

Our Climate Future Plan Update – 7:05 – 7:30
Presenter: Michelle Finchum, interim climate program manager
Our Climate Future is an update to three community environmental plans: the Climate Action
Plan, Energy Policy, and Road to Zero Waste Plan. This update is seeking to design
equitable solutions to reducing greenhouse gas emissions, improving renewable electricity and
energy efficiency and achieving waste reduction goals.

Where does more stringent building codes fit into the plan? How are building codes interrelated
with waste reduction in the construction/demolition sector?
3 board members gave huge kudos to the concept of 2-year iteration/flexibility of the plan
Board member curious about continued community engagement model (every 2 year update) -
how do you envision maintaining all the community engagement and HUG/BIPOC outreach?
Board curious about circular economy and how Fort Collins can stop all the waste. Where is this
called out and addressed for the whole community?
How will the City measure equity and know it is working?
Board supports maintaining 100% zero waste goal.
Board asked how the city was planning to keep OCF accountable on issues around equity in
regard to the 2-year review process. Staff detailed the organizations the city had partnered with,
as well as the role ambassadors are playing going forward. Information provided around the
compensation process that the city has implemented to promote diverse representation.
NRAB FOLLOW UP: Dawson Metcalf moved and Hillary Mizia seconded a motion to write a
memo to Council support Our Climate Future Plan. Motion passed unanimously 9-0-0.
6. OTHER BUSINESS/UPDATES
Board Member Reports
Elizabeth attended Fort Collins Sustainability Group.
Barry updated the group on NISP and requested presentation, if possible.

NRAB to attended the January 11, 2020, Boards and Commission Super Issues
meeting as their regular January board meeting.
Revisit action items from previous meetings - Danielle
Danielle wrote a memo to council on outdoor lighting code and asked for final review
before sending.

Danielle may be out in March due to work.
