CALL TO ORDER • Catherine Carabetta called the meeting to order at 5:32pm. 2. CITIZEN PARTICIPATION • Forrest Orswell & Danny Burdick – Ft. Collins Fun Disc Golf Club PARKS AND RECREATION BOARD TYPE OF MEETING – REGULAR 03/24/2021 – MINUTES Page 2 o The Fort Collins Fun Disc Golf Club has close to 1000 members. The club caters to beginners/casual players and aims to help grow the sport. They run charity tournaments and have worked with the City of Ft. Collins to maintain the disc golf courses in the past. o They would like to work with the City to revamp the disc golf course at Edora. It needs new baskets on some holes, replacement of missing holes, new map design for the course, etc. They would also like to participate in the redesign of the Edora disc golf course when that happens in the future. o They are requesting the Board’s help in communicating with the City to get this conversation started. They are ready and willing to fundraise and help with all aspects of the improvements. o The Board is in support of them and will pass concerns onto the Parks Department. 5. APPROVAL OF MINUTES Mike Tupa moved to accept minutes as presented, and Shari Heymann seconded. April 2021 minutes were approved. Motion passed 5 approved, 0 opposed. 6. UNFINISHED BUSINESS Budgeting for Outcomes Update – Kendra Boot o Round one of offers being reviewed currently. o Next steps include community outreach. o There will be an email coming out to the Boards and Commisions to give the opportunity for the Board to give support and feedback for specific offers. You can google ourcity.fcgov.com and go to 2022 Budget to learn more about how to participate in the BFO process if so desired. Review Draft of Wireless Master Plan – Will Lindsey o We are in phase 3 of the project. o There are currently many limitations on cell towers including height and many single provider sites. o Over half of the city is deficient in terms of wireless coverage. o Current standards favor co-location of towers on existing structures, but there are not many opportunities in the high needs areas for towers. o Community feedback requested taller facilities with multiple co-location possibilities, fewer but taller facilities were preferred. o The recommendation Will has received includes: • Consider increasing maximum height of towers to promote co-locations of providers (2-3). • Consider allowing wireless facilities in more zones than currently allowed. PARKS AND RECREATION BOARD TYPE OF MEETING – REGULAR 03/24/2021 – MINUTES Page 3 • Put towers on city properties, preferably concealed towers (trees and flagpoles). • Will asked how the Board feels about the idea of a pre-designed concealed tower. The Board encouraged using camouflaging of the towers and making the towers as discreet as possible if in park areas. 7. NEW BUSINESS o Mayor Arndt is the new Council Liaison. She will attend the July meeting. 8. BOARD MEMBER REPORTS • FC Bikes – Mike Tupa: o Bicycle Advisory Committee:  The City is considering an underpass at the Linden and Poudre aqua at grade crossing, with the addition of new trail also.  There was continued discussion on the Safe Stop legislation, but no new insight.  The Bike Advisory Committee is a subset of the transportation committee. • Civic Center Park Meeting - Mike Novell: o The Civic Center Park is being designed by a 3rd party architect. o They settled on a plan that centered on City Hall, and revamping Washington Park. o On a sidenote, Mike worked with the City Recreation staff, and mentioned they are doing a great job! 9. OTHER BUSINESS 1. Recreation Update – Aaron Harris o Recreation received $38K in funding from city council and grants to offset childcare cost. o Recreation is seeking $100K for the South East Community Center and pool, via public outreach and a program plan in that is in place. The location of the center has not been determined yet. o The City Park pool opens this weekend. There is a national shortage of lifeguards and childcare staff, the City is 40-50 staff short for these areas. o EPIC ice rank is closed for repairs and maintenance this week but should be done by this weekend. 2. Park Planning Update – Jen Torrey o City Park construction on the restroom is finishing up, and open to the public. They are finishing up the accessible parking around it also. o The Bucking Horse Park Neighborhood meeting 2 is tomorrow night. PARKS AND RECREATION BOARD TYPE OF MEETING – REGULAR 03/24/2021 – MINUTES Page 4 o The Traverse Park groundbreaking happened in the past couple weeks. o The Oak Street Plaza reno is underway. 3. Parks Updates – Kendra Boot o March storm update – The clean up is mainly completed. The limb drop-off site closed on May 7th, and the grinder will start grinding branches soon. They will hold a free mulch day for the community on June 5th between 8-3pm to pick up the mulch. Now they are working to address getting expense assistance from City Council related to the effects of the storm on the urban canopy. o Parks: They are activating irrigation systems, restrooms and downtown flower planting is about 75% complete. o 4th of July planning is underway (including a hot air balloon launch and motorcade parade) o Fencing for future in-person parades will be necessary, but not for this year’s festivities. o The Golden Meadows playground lifecycle project will start this fall. 4. 6 Month Planning Calendar o 5/25 – Work Session-Visit Fort Collins Destination Master Plan. o 5/25 – City’s Socio- Economic Recovery Plan: preview and seek input on the City’s overall socio-economic recovery strategic plan o 6/8 – Broadband Work Session – updates and highlights related to Connexion buildout and service delivery. 10. ADJOURNMENT Motion to adjourn the meeting by Shari Heymann, seconded by Mary Carlson. Meeting adjourned at 6:52pm.
