ROLL CALL • Board Members Present – Miriam Chase, Sabrina Davies, Gwen Hatchette, Carol Ann Hixon, Kirsten Savage, and Michael Short • Board Members Absent – Sara Wade • Staff Members Present – Ellen Martin, Liz Good, Kraig Bader, Kari Craven, Beth Diven, Jim McDonald, Heather McDowell, Rob Mosbey, Bill Welborn, and Cheryl Wager. • Cultural Resources Board Liaison – None present • Guests – Leslie Walker 3. AGENDA REVIEW 4. CITIZEN PARTICIPATION Leslie Walker is visiting to learn more about the program. She is impressed with the amount of art around Fort Collins. 5. APROVAL OF MINUTES – April 7, 2021 Ms Davies moved to approve the minutes of April 7. Ms. Hixon seconded. Unanimously approved. 6. BUSINESS, PRESENTATION, OR DISCUSSION: A) GLENMOOR POND ENHANCEMENT PROJECT PRESENTATION Heather McDowell, Special Projects Manager with the Utility Water Systems Engineering Division presented the project. The project enhances an existing stormwater detention pond off Taft Hill Rd. north of Elizabeth St.; and aims to improve the overall aesthetic, add visual interest, enhance landscaping, and create better pedestrian access and movement. Project planning is estimated to start in May and construction in the Fall of 2021. It was noted Polaris Expeditionary Learning School is close by and could offer an opportunity for collaboration with students. The Board was excited about the opportunity for the school to be involved. Ms. Hixon moved that we have the project use the existing list of approved artists to select from and take into consideration the information presented by the board as the y prepare for the project. Art in Public Places SPECIAL MEETING 4 /21/20 2 1 – MINUTES Page 2 Ms. Chase seconded Unanimously approved B) OAK STREET STORMWATER PROJECT PRESENTATION Heather McDowell also presented this project. The project includes streetscape enhancements, including multi-purpose transportation and green infrastructure. It is the first of five major stormwater projects in the Downtown Stormwater Improvement Plan. The plan is designed to address the flood risk and improve stormwater quality in downtown Fort Collins. The Oak Street Stormwater Improvements Project runs along Oak St. from Jackson Ave. to Mason St. There was a discussion about the best range for the residency requirement for the artist call and that a national call would be most fitting for the opportunity. Ms. Hatchette moved we do a national call for this project Ms. Chase seconded Unanimously approved C) TRANSFORMER CABINET MURAL SUBMISSION REVIEW Ms. Martin gave an overview of the process. Beth Diven from Purchasing, Kraig Bader and Cheryl Wagner from Light and Power served as members of the Selection Committee. The materials were sent to the Selection Committee before the meeting and the finalists were shared with the Board. Nineteen artists and 3 alternates were selected. Ms. Savage shared that it was great to see updated images and letters from the returning artist. Ms. Hixon noted the number of letters that shared how the experience painting cabinets in the past has affected the artist’s career beyond the working with the City. Ms. Hixon moved that we accept artists that had the highest ranking and the alternates Ms. Davies seconded Unanimously approved D) PEDESTRIAN PAVER SUBMISSION REVIEW Ms. Martin shared the selection process. Beth Diven from Purchasing, Kari Craven and Rob Mosbey from Engineering, and Bill Wellborn from Streets served as members of the Selection Committee. The three finalists selected by each member of the Selection Committee were ranked at the meeting. The 15 drawings that scored above 72 points were selected to be fabricated into pedestrian pavers. There was discussion about black areas and shading in drawings, as well as timeline for fabrication. It was noted that a star in one of the selected drawings should be adjusted to not look like a religious symbol. Art in Public Places SPECIAL MEETING 4 /21/20 2 1 – MINUTES Page 3 Ms. Chase moved we accept the 15 artists for this pedestrian paver project Ms. Hixon seconded Unanimously approved, Michael Short was not present. 7. STAFF REPORT Ms. Martin shared highlights, including the fabrication of Lisa Cameron Russell’s project for the City Park. The report will be emailed to the Board. 8. OTHER BUSINESS Ms. Martin shared information about three transformer cabinets with murals that are being retired due to the equipment failing. 9. ADJOURNMENT 5:27 pm Respectfully submitted, Liz Good
