Attendees Commissioners: Nicole Staudinger, Hep Wilkins, Cathy Mathis, David Bye, Emily Gorgol, Jennifer Wagner, Ann Green Staff: Julie Brewen, Duane Hopkins, Kristin Fritz, Michele Christensen, Kim Iwanski Attorney: Jim Martell Guest: Sue Beck-Ferkiss II. Call to Order Chairperson Staudinger called the meeting to order at 7:32 a.m. III. Approve Minutes Commissoner Bye made a motion to approve the minutes of the Housing Catalyst board meeting on March 26, 2020. Commissioner Mathis seconded and the motion was unanimously approved. IV. Staff Update Julie Brewen gave an overview of business operations during the COVID-19 pandemic. Overall the organization has adjusted well to the situation. Most staff have been able to telework the majority of the time and staff have been able to handle most of the resident needs without in-person contact. Michele Christensen spoke about resident services efforts to contact residents and check on their needs. The Bohemian Foundation started a program called Feeding Our Community to help residents at risk of food insecutiry due to the pandemic. The foundation is providing thousands of meals to various nonprofits each week. The meals are being prepared by a handful of local restaurants and then delivered to sites by Odell and New Belgium Brewery staff. Housing Catalyst will receive 500 meals this week for our residents. Duane Hopkins spoke about the financial impacts on the organization due to resident nonpayment of rent because of work loss during the pandemic. Julie Brewen explained the repayment agreements with residents. Kristin Fritz provided updates on development projects. Most projects have not been impacted by the pandemic with the exception of the Myrtle SRO rehab. That project is on hold because it involves temporarily moving residents, which is not feasible for now. Mason Place, the downtown development with the DDA, and the Swallow rehab are currently moving along as planned. There have not been any delays regarding supply chain issues for construction materials. Julie Brewen announced that the executive team has selected new directors of accounting and resident services. They are beginning second interviews for the director of property operations position. Commissioner Gorgol gave an update on the City Council worksession. Inclusionary housing will be revisited in future years. Impact fees will also be exxamined at a later time. The city is in avhiring freeze so the hiring for the housing manager position is on hold. V. Other Updates Commissioner Gorgol gave an update on the recent City Council worksession. Council decided to revisit the Inclusionary Housing Ordinance proposal in a future year. Adjournment - Next Meeting is May 21, 2020 Chairperson Staudinger adjourned the meeting at 8:06 a.m.
