Housing Catalyst Board of Commissioners Meeting
March 18, 2021

Call to Order
Vice-Chairperson Wagner called the meeting to order at 7:30 a.m. Chief Executive Officer Julie Brewen
introduced guest Ashley Steves, a graduate student studying mental health and homelessness.
Approval of Minutes from February 18, 2021
Commissioner Wilkins made a motion to approve the minutes from the Housing Catalyst Board of
Commissioners meeting on February 18, 2021. Commissioner Green seconded, and the motion was
passed unanimously.
Action Items
1. Resolution 2021-03-01 Swallow Road Bond Issuance
Manager of Real Estate Development Carly Johansson explained this resolution is for Housing
Catalyst to issue the bonds for the Swallow Road rehabilitation project. Legal Counsel Jacob
Carlton added that Housing Catalyst will be the conduit issuer of these bonds, and this
resolution authorizes Housing Catalyst to finance the acquisition and rehabilitation of the
Swallow Road project.
Commissioner Wilkins made a motion to approve Resolution 2021-03-01 Swallow Road Bond
Issuance. Commissioner Gorgol seconded, and the motion was passed unanimously.
2. Resolution 2021-03-02 Housing Vouchers SEMAP 2020
This agenda item was removed and will be presented at a future meeting.
Financials: 2020 Year End Financial Review
Director of Accounting Brian Heckart reviewed Housing Catalyst’s 2020 Financial Statements.
Management staff reviewed the financial statements for each of their departments.
Staff Updates
Strategic Plan Review - Goal 3: Empower and equip residents for stability and success
Director of Resident Services Carri Ratazzi reviewed her department’s projects and programs for
residents in Housing Catalyst’s affordable housing communities.

1. Board Committee Assignments
Vice-Chairperson Wagner discussed the appointment of committee members for 2021. They are
as follows:

Jake Arnold (from Villages, Ltd Board of Directors)

2. Hughes Stadium Letter to Editor
Commissioner Gorgol recused herself from participating in this discussion.
Ms. Brewen shared a draft letter to the editor of the Coloradoan regarding the upcoming ballot
measure that would zone the former Hughes stadium land as 100% open space and directing
the City of Fort Collins to attempt purchasing the site from Colorado State University.
Commissioner Wilkins made a motion to approve this letter with minor amendments to be
signed by Chairperson Mathis and submitted to the Coloradoan. Commissioner Green seconded
the motion.
Commissioner Green made a motion to table the item for further discussion at a special meeting
next week. Commissioner Bye seconded, and the motion was passed unanimously.
Legislative Update
• Colorado: Ms. Brewen said staff continue to participate in state conversations regarding tenant
protections and eviction moratoriums.
• National: Ms. Brewen said staff are watching the COVID relief legislation for possible increased
housing voucher funding.
• City of Fort Collins: Commissioner Gorgol said City Council will discuss the Metro District policy
amendment in April. Lizette Mill was chosen as a new Housing Catalyst board member and will
be approved at April’s meeting. She will be invited as a guest to the next meeting before her
approval. The City and Poudre Fire Authority have hired a new Fire Chief: Derek Bergsten. The
City also hired a Housing Manager: Meaghan Overton, who previously was a city planner.
Other Discussion Items
• Housing Catalyst is interviewing two candidates for the Chief Financial Officer position next
week.
• Vice-Chairperson Wagner noted that she has seen much growth in the leadership staff as they
have embraced their roles over this last year.

Vice-Chairperson Wagner adjourned the meeting at 9:15 a.m.
